Job description
Marion County requires on-site work. Remote work is not available. GENERAL STATEMENT OF DUTIES Responsible for the operation of medium road maintenance equipment.
Performs moderately complex equipment operation duties for road, bridge, vegetation, sign making, drainage conveyance, ferry maintenance; nuisance control, environmental site, landfill, and transfer station maintenance control and/or construction. Operates all equipment and performs all tasks of lower-level classification within this job series. SUPERVISION RECEIVED Works under the direct supervision of a supervisor or other lead worker position, which assigns work, observes performance, and inspects work upon completion for conformance to road maintenance standards.
SUPERVISION EXERCISED Supervision of other employees is not a responsibility of positions within this classification but duties may include exercising lead direction over a small work crew. Typical Duties - Duties include, but are not limited to the following Possess CDL - A class with tank endorsement and maintains an acceptable driving record. Works in all weather conditions.
Certified flagger. Operates equipment: Performs ditch cleaning, catch basin, culvert cleaning, pipe camera inspection, and general stormwater system maintenance, including vegetated stormwater treatment. Operates vactor truck and water truck regularly.
May operate street sweepers, excavators, tractor with flail mower, dump trucks, skid steer, hook truck, and other equipment as needed. Vegetation maintenance: Performs mowing, herbicide application, weed pulling, and other vegetation maintenance activities. Records all maintenance and inspection efforts in mobile and/or desktop GIS applications.
Responsible for helping to maintain an accurate asset inventory. Uses computer and mobile devices to maintain databases with accurate information and pipe camera footage as well as report illicit discharges. Participates in drainage crew activities including ditch cleaning, erosion control, and culvert and catch basin installation.
May participate in vegetation hand brushing/limbing crew activities. May participate in Layton box patching crew activities including shoveling, raking, and training on the box itself. May operate sander and snowplow.
Operates hand power equipment (chain saws, chop saws, plate compactor, power drill, roto hammer, etc.) Monitors/mitigates high water, snow/ice, and windstorm events. May be required to work rotating shifts, which may include swing and/or graveyard. May occasionally exercise lead direction over a small crew
Sets up work zones and controls traffic. May take part in chemical hazard cleanups, according to training given, for incidents on roads and road-related properties. Attends misc.
meetings and trainings. Performs other duties as assigned by your supervisor. May participate in basic incident command training and drills to maintain proficiency in supporting EOC activities, including carrying out field work in connection with EOC operations.
May be assigned clerical/support, incident liaison, or other duties at any location within or near the county. Emergency Management duties may require working long hours outside normal business hours, weekend/holiday work, and may occur with little or no advance notice. Requirements for the Position EXPERIENCE AND TRAINING High school diploma, or equivalent; AND Two years of experience in the operation of motorized road maintenance and construction equipment and the performance of semi-skilled manual tasks (Depending on the position, experience in a specialized field may be required i.e
landfill operations, sign shop maintenance); OR Any satisfactory combination of work, education, training, or experience relevant to the position, as determined by Marion County. SPECIAL REQUIREMENTS Must possess a current driver's license with an acceptable driving history; AND possess, OR obtain within 6 months of hire, a valid Oregon CDL-A license with tank endorsement. A valid driver's license and CDL permit with medical card is required at time of hire.
Marion County will obtain a copy of the driving record for all qualified applicants from Driver and Motor Vehicle Services and review the driving record according to the Marion County policy and procedure for Driving on County Business. The finalist for this position will be required to pass a criminal history background check; however, conviction of a crime may not necessarily disqualify an individual for this position
This is a safety sensitive/special needs position. Final candidates selected for this position will be required to pass a pre-employment drug screen, including testing for marijuana. Must be able to pass a pre-employment physical examination by a County-appointed medical doctor and have good physical agility. Some positions will require possession of or obtain within five (5) months of hire, certification as a Right-of-Way Public Pesticide applicator's license. Must be a certified flagger with the State of Oregon or able to obtain within 30 days.
Must be a certified industrial forklift operator or able to obtain within 30 days. Must successfully complete FEMA ICS/NIMS IS-100/700 certification training within 90 days of hire. Must obtain Awareness and Limited Operations' level hazardous material clean up, cash handling, lift truck training.
This assignment is represented by a union. This is a full-time position, which is eligible for overtime. Typical Work Schedules: Monday - Friday, 7:00 a.m
to 3:30 p.m. May be required to work rotating shifts, which may include swing and/or graveyard. Positions related to road construction and maintenance may be required to work flexible schedules and long hours throughout the year, particularly during construction season (May through October) and inclement winter weather (November through February)
Positions at disposal sites or transfer stations may be required to work weekends and holidays and attend after-hour meetings. KNOWLEDGE, SKILLS, AND ABILITIES Considerable knowledge of the operation, maintenance and minor repair of road, bridge maintenance and/or vegetation control equipment; state laws pertaining to operation of motor vehicles and equipment on roads and highways; technical and procedural knowledge of work methods required to perform in specialty are assigned; materials, methods and equipment commonly employed in performing the duties within the specialty area assigned; safety practices and methods to perform efficiently within the specialty area. Skill and ability to perform strenuous manual work under hazardous conditions and adverse weather conditions; establish and maintain good working relationships with coworkers and the public.
Ability to lift up to 50 pounds unassisted; good mechanical aptitude and dexterity; good reading comprehension skills; good oral and written communication skills; in the performance of specialized construction work. PUBLIC SERVICE LOAN FORGIVENESS Marion County is a qualifying public employer for the Public Service Loan Forgiveness Program. Through the Public Service Loan Forgiveness Program, full-time employees working at the County may qualify for forgiveness of the remaining balance on Direct Student Loans after 120 qualifying monthly payments under a qualifying repayment plan.
