2. Role Summary
The MOT Foreman owns the safe, productive, and quality-compliant daily operation of an assigned mot crew. The role converts the Superintendent's or General Foreman's work-package plan into a complete crew plan covering labor, equipment, materials, access, specialty controls, survey or layout, testing and inspection, production targets, and daily documentation. The MOT Foreman directly leads the crew, makes routine execution decisions within approved plans and delegated authority, and remains accountable for the complete crew result. Unlike the Assistant Foreman, who leads bounded activities under direction, the MOT Foreman owns the crew's full daily work plan and performance.
3. Role Purpose
The role provides one accountable frontline leader for maintenance of traffic and temporary traffic control execution. It protects employees, the public, completed work, schedule commitments, project cost, and applicable environmental or quality requirements by ensuring the crew begins with a buildable plan and performs each operation in the correct sequence. The MOT Foreman connects field craft execution with project engineering, survey, quality, safety, equipment, and Superintendent direction while developing Assistant Foremen and skilled craft employees for increased responsibility.

5.1 Safety Leadership and MOT Work Planning
Purpose: Build and communicate a complete crew plan that controls the hazards created by live high-speed traffic, intrusion, limited sight distance, night visibility, device installation and removal, backing, temporary barriers, attenuators, pedestrian exposure, public confusion, and changing weather.
Ownership Expectations
• Develop the daily crew plan from the approved work package, look-ahead schedule, current drawings and specifications, approved means and methods, permits, and Superintendent direction
• Lead the job hazard analysis, pre-task planning, toolbox discussion, and crew briefing for each planned operation and significant change in conditions
• Verify required controls for live high-speed traffic, intrusion, limited sight distance, night visibility, device installation and removal, backing, temporary barriers, attenuators, pedestrian exposure, public confusion, and changing weather before exposure begins
• Confirm that employees, operators, competent persons, qualified persons, and other assigned personnel hold the training and qualifications required for their work
• Coordinate access, work zones, equipment movement, emergency provisions, adjacent operations, and public protection within the approved project plan
• Inspect the work area throughout the shift and correct or stop work when conditions differ from the approved plan or create an uncontrolled exposure
• Report incidents, near misses, property damage, environmental releases, unsafe conditions, and corrective actions through the established project process
Performance Expectations
• Begins each operation with a crew plan that addresses sequence, access, hazards, controls, qualifications, and emergency considerations
• Maintains required controls as work location, equipment, traffic, weather, personnel, or adjacent operations change
• Stops work promptly when critical protections, qualifications, engineered requirements, permits, or approved methods are incomplete or compromised
• Corrects observable unsafe acts consistently and involves the Superintendent or Safety when additional authority or technical support is required
• Completes required safety documentation accurately and communicates changes before affected employees resume work
5.2 Crew Leadership and Daily Production
Purpose: Translate the assigned work package into coordinated crew execution that meets daily production commitments without compromising safety, quality, or workforce accountability.
Ownership Expectations
• Establish the daily work sequence, crew composition, individual assignments, production target, handoffs, and expected completion condition
• Direct the assigned Assistant Foreman and craft employees and hold them accountable for safe behavior, attendance, work pace, workmanship, and equipment care
• Coordinate operators, trucking, deliveries, subcontractor interfaces, and supporting crews required to maintain the work front
• Monitor installed quantities, cycle times, labor use, equipment utilization, and remaining work throughout the shift
• Resequence routine activities within delegated authority to address access, weather, inspection, delivery, equipment, or concurrent-work constraints
• Identify production variance early and implement crew-level corrective action or escalate the need for broader recovery support
• Maintain orderly startup, breaks, transitions, housekeeping, shift turnover, and securement of incomplete work
Performance Expectations
• Keeps the complete crew aligned with the current plan, specialty sequence, and production target
• Uses labor and equipment in a manner consistent with the approved crew plan and expected production rate
• Recognizes lost production, crew imbalance, access conflict, or equipment constraint early enough to take corrective action

5.3 MOT Construction and Technical Execution
Purpose: Ensure the crew performs each mot operation using current approved information, the required sequence, technically sound field methods, and established decision boundaries.
Ownership Expectations
• Review approved traffic-control plans, stage diagrams, permits, specifications, lane-closure restrictions, device schedules, public-notification requirements, and approved revisions before directing work
• Plan and lead lane closures, shoulder closures, traffic shifts, detours, rolling operations, sign and device installation, barrier or attenuator work, pavement markings, temporary access, and restoration as assigned
• Verify device type, spacing, sequence, sign message, mounting, alignment, taper, buffer, clear zone, barrier connection, crashworthy condition, visibility, and pedestrian or bicycle accommodation
• Coordinate closure times, notifications, law enforcement, incident management, inspectors, construction crews, deliveries, striping, signals, barrier work, and traffic switches
• Inspect active traffic control at required intervals and after installation, traffic switches, weather events, incidents, complaints, or changes in the work zone
• Maintain, reset, replace, cover, uncover, clean, illuminate, and remove devices promptly as the approved stage and field conditions require
• Stop and escalate when field geometry, traffic behavior, sight distance, queueing, device condition, work-zone intrusion, or construction needs differ materially from the approved plan

• Installs and maintains traffic control in the approved sequence and configuration before exposing workers or the public to the changed condition
• Maintains legible, upright, visible, crashworthy, correctly spaced, and stage-appropriate devices throughout the active work zone
• Coordinates traffic switches and lane closures within approved time windows and restores traffic safely and completely
• Identifies queueing, intrusion, sight-distance, pedestrian, access, or driver-expectancy concerns and initiates timely corrective action
• Maintains complete inspection, change, incident, device, and notification records required by the project
5.4 Quality Control, Layout, Testing, and Inspection Readiness
Purpose: Build quality into the work by coordinating layout, hold points, testing, inspection, correction, and acceptance before deficiencies are concealed or repeated.
Ownership Expectations
• Review and communicate the applicable approved stage, device type, spacing, taper, buffer, sign message, visibility, barrier and attenuator condition, pavement markings, pedestrian accommodation, inspection frequency, and traffic-control acceptance requirements
• Coordinate survey, layout, control, offsets, elevations, verification, and as-built needs early enough to support planned work
• Establish crew-level quality checks at practical hold points and assign employees to verify critical dimensions, materials, installation details, and completion conditions
• Coordinate required inspections and testing with Project Engineering, Quality, Survey, inspectors, testing agencies, suppliers, and the Superintendent through the established project process
• Present work for inspection in a complete, clean, safe, accessible, and verifiable condition and protect inspection status after acceptance
• Correct crew-level workmanship issues and document or escalate nonconforming conditions requiring engineering, quality, environmental, or management disposition
• Prevent work from being covered, loaded, released, placed into service, or advanced before required acceptance is confirmed
