Job description

This Instructional Systems Designer position supports the Department of Homeland Security (DHS), Customs and Border Protection (CBP) in the area of Support Services. The mission-critical program provides comprehensive training, safety, standards, curriculum development, and technical modernization services to ensure national border security agents can operate safely and effectively. 

To execute dangerous missions safely, federal agents need training that is engaging, clear, and memorable.. As an ISD with Team Carney, you transform technical tactical procedures into highly interactive web-based training, giving operators the digital tools they need to stay sharp. 

  • Location: Oklahoma City, OK 
  • Status: Full-Time / Contingent Upon Contract Award 

Who You Are 

You are a creative, analytical educator who understands how adults absorb complex information. You aren't interested in passive slide-turners; you are passionate about building highly interactive, immersive, and scenario-based computer-based training (CBT) modules. You are a collaborative designer who enjoys sitting down with domain experts to extract their deep knowledge and mold it into engaging learning pathways. 

What You'll Do (Key Responsibilities) 

  • Design Excellence: Lead the instructional design lifecycle—from needs analysis and storyboarding to final evaluation—using ADDIE and SAM models. 

  • Develop Interactive Media: Build rich, engaging CBT/WBT courses utilizing authoring tools like Articulate Storyline, Adobe Captivate, or Lectora. 

  • Ensure Standards: Ensure all e-learning courses are Section 508 compliant and adhere strictly to SCORM, xAPI, and LMS deployment standards. 

  • Collaborate with SMEs: Work hand-in-hand with federal stakeholders, instructors, and Subject Matter Experts (SMEs) to translate complex tactical aviation or maritime safety concepts into clear, educational designs. 

What You Bring (Qualifications) 

  • Experience: Minimum of 2 years of experience in instructional design, specifically focused on computer-based training (CBT) and web-based modules. 

  • Credentials: Professional certification in Instructional Design, Education, or Training and Development. 

  • Tech Skills: Mastery of Articulate Storyline, Adobe Captivate, or similar rapid-authoring systems. 

  • Clearance: Ability to obtain and maintain a federal background suitability check.
