Job Category: Security & Intelligence Requisition Number: INSTR001290 Posting Details * * Posted: May 15, 2026 * Full-Time * On-site Job Details Description Quattro Consulting, an operating firm of Command Holdings, is seeking an Instructional Designer - Mid in support of the Defense Intelligence Agency (DIA). The Instructional Designer - Mid will support DIA mission priorities through the design, development, modernization, and continuous improvement of Open-Source Intelligence (OSINT) training programs, instructional materials, and tradecraft documentation across the Defense Intelligence Enterprise (DIE). This role will directly support the Client’s Policy & Engagement efforts by creating engaging, mission-focused learning solutions, supporting curriculum development, and enhancing OSINT training effectiveness to strengthen workforce capability and mission readiness.

The Instructional Designer - Mid will collaborate with government stakeholders, subject matter experts (SMEs), and Intelligence Community (IC) partners to develop and refine OSINT training content aligned with mission priorities, emerging tradecraft, and evolving publicly available information (PAI) methodologies. The ideal candidate will be highly organized, agile, and capable of operating in a dynamic environment with shifting priorities and frequent interaction with senior government officials.  Responsibilities for this position may include (but are not limited to):     * Designing, developing, and maintaining instructor-led, virtual, and self-paced OSINT training materials, curricula, and instructional content to support DIA and Defense Intelligence Enterprise training objectives.

* Applying instructional systems design (ISD) principles and adult learning methodologies to develop engaging, effective, and mission-relevant training programs. * Assisting in the modernization and continuous improvement of OSINT training courses to ensure alignment with Defense Intelligence Enterprise curriculum standards, tradecraft requirements, and mission needs. * Collaborating with government personnel, SMEs, and Intelligence Community partners to identify learning gaps and translate complex OSINT concepts into effective instructional content.

* Developing training products, including lesson plans, facilitator guides, student materials, presentations, exercises, assessments, and multimedia learning resources. * Auditing and evaluating existing coursework and training documentation to ensure consistency, quality, relevance, and compliance with DIA instructional and policy standards. * Assisting the Government Client in supporting and refining OSINT instruction, coursework, and tradecraft development initiatives.

* Editing, reviewing, and providing feedback on training modules, technical documentation, and learning materials to ensure accuracy, clarity, and instructional effectiveness. * Developing and maintaining technical training documentation, policy guidance, standard operating procedures (SOPs), and instructional artifacts supporting the OSINT mission. * Researching evolving OSINT methodologies, tools, tradecraft, and policy developments to ensure training materials remain current and operationally relevant.

* Supporting the evaluation and continuous improvement of OSINT training processes, learning outcomes, and instructional effectiveness. * Attending OSINT forums, working groups, and community engagements to remain informed on developments, best practices, and emerging priorities within the Open-Source Intelligence community. * Providing innovative recommendations to improve OSINT training, instructional methodologies, and tradecraft development initiatives.

* Building and maintaining strong collaborative relationships with internal and external stakeholders to ensure alignment between training solutions and mission priorities. * Operating effectively in a fast-paced environment requiring adaptability, independent problem-solving, and responsiveness to changing government priorities. * Ensuring all instructional materials, documentation, and learning activities align with applicable legal, policy, and compliance requirements governing OSINT and publicly available information use.

Expected salary range: $80,000 - $100,000   This position is contingent on contract award.     Multiple positions may be hired from this announcement.    Work Environment:     * Moderate noise (i.e. business office with computers, phone and printers) and /or occasional Loud noise (airfield, large equipment). * Ability to sit at a computer terminal for an extended period of time.

*  Experience conducting training needs analyses, learning assessments, task analysis, and performance improvement evaluations to align training products with mission requirements. * Experience creating and editing training documentation, facilitator guides, student materials, SOPs, manuals, multimedia products, and performance support tools. * Ability to collaborate effectively with Subject Matter Experts (SMEs), Government stakeholders, and cross-functional teams to translate complex technical or intelligence-related concepts into effective learning solutions.

* Strong written and verbal communication skills, including the ability to prepare professional briefings, reports, and training materials for diverse audiences. * Experience supporting classified and/or intelligence-related environments, including handling sensitive information in accordance with applicable security requirements. * Demonstrated ability to manage multiple priorities and meet deadlines in a fast-paced, mission-driven operational environment.

* Strong analytical, critical thinking, and written communication skills, with experience producing intelligence products for senior stakeholders. * Familiarity with OSINT tools, data exploitation techniques, and social media analysis platforms. * Demonstrated proficiency in using all Microsoft Office applications.
