Job description

Basic Function
HF Sinclair is seeking an experienced IT PMO Commercial Portfolio Lead based in Dallas, TX. In this role, you will lead a portfolio of enterprise digital initiatives and ensure those initiatives are governed, prioritized, and executed in alignment with Digital Transformation Office (DTO) strategy, charter, and governance standards. This role is accountable for driving digital initiatives forward not simply coordinating delivery and for ensuring digital investments translate into realized business value. The role requires a strong onsite presence in Dallas to support executive engagement, digital governance forums, and cross-functional collaboration.
Job Duties
  • Lead and govern a portfolio of enterprise digital initiatives, including transformation, modernization, automation, analytics, and platform enablement
  • Collaborate with IT Business Partners and Service owners to define, prioritize, and maintain digital portfolio roadmaps aligned to enterprise strategy and value drivers
  • Monitor individual digital portfolio governance and decision forums, including digital steering committees, to enable timely approvals, escalation resolution, and trade-off decisions across competing digital initiatives.
  • Guide digital portfolio financial performance in collaboration with IT business partners, IT domain owners, Finance, and Procurement, supporting capital planning, forecasting, and fiscal accountability for digital transformation and modernization projects.
  • Monitor digital portfolio performance and delivery health, including cost, schedule, and scope indicators, and provide executive-level reporting on digital portfolio status, trends, and risks.
  • Track and report digital benefit realization and value delivery, ensuring approved digital business outcomes are measured, reviewed, and validated with IT business partners, IT domain owners, business owners, and executive sponsors.
  • Identify and oversee individual digital portfolio-level risks and interdependencies, working with digital project and program leaders to mitigate impacts and address cross-initiative conflicts.
  • Lead resource planning and capacity management across the digital portfolio, facilitating prioritization and conflict resolution with delivery leaders and functional managers to ensure digital initiatives are adequately supported.
  • Partner with digital project and program managers to address escalations, remove delivery barriers, and ensure alignment with digital portfolio priorities and governance expectations.
  • Ensure compliance with enterprise standards-including regulatory, security, and financial controls-for all digital initiatives, in coordination with Risk, Security, and Architecture teams.
  • Responsible for guiding a team of program and project managers that are supporting digital transformation and modernization project initiatives within the portfolio.

Experience
• 8+ years of experience in IT environments (agile, hybrid, or waterfall).
• 5+ years of experience leading IT, digital, or technology portfolios, programs, or enterprise initiatives.
• Experience driving digital initiatives beyond traditional infrastructure or maintenance work.
• Strong executive communication, facilitation, and stakeholder management skills.
Education Level
Bachelor's Degree in Computer Science, Information Systems, Business Administration or related field.
Required Skills
  • Demonstrated expertise in digital portfolio governance, prioritizing investments in digital solutions, overseeing financial aspects of technology innovation, and ensuring value realization from digital transformation initiatives.
  • Exextensive experience managing multi-million-dollar digital project budgets and collaborating with Finance and executive stakeholders to drive digital transformation strategies.
  • Skilled in delivering clear, actionable portfolio insights for digital initiatives, enabling informed decision-making and strategic alignment.
  • Proven leadership in guiding cross-functional teams and vendors throughout digital transformation projects, fostering collaboration and innovation.
  • Strong capability in managing risks, coordinating dependencies, and resolving escalations within digital portfolios and transformation initiatives.

Preferred Skills
  • Certification in portfolio or program management, preferably in the Digital Workspace (such as PMP, PgMP, SAFE, or similar credentials).
  • Proven expertise in portfolio governance, investment prioritization, and benefits realization methodologies for digital initiatives.
  • Extensive experience in leading digital transformation projects, including analytics, automation, cloud adoption, and platform modernization.
  • Demonstrated ability to collaborate with business leaders across Operations, Finance, Commercial, and Corporate functions to drive digital portfolio outcomes.

Work Conditions
Office based with extensive travel up to 20%. At times, required to work in warehouse/plant environment and refinery/industrial/pipeline environment, includes but not limited to, work near moving mechanical parts and/or rotating equipment, loud noise or vibrations and varying road conditions. May be required to work outdoors and subject to all weather conditions.
