Summary of Duties:  The Woodlands Township GIS (Geospatial Information System) is seeking a Senior GIS Analyst, emphasis on enterprise GIS applications. The Township’s enterprise GIS infrastructure supports multiple departments, including Covenant Administration, Parks & Recreation, Public Safety, Land Records, and others.

This role operates with limited guidance under the supervision of the GIS Manager and requires advanced expertise in enterprise GIS operations. Key responsibilities include designing and developing custom enterprise-level GIS applications using modern SDLC coding methods, model types, and best practices to deliver scalable applications; automating GIS and related workflows; integrating GIS datasets with Enterprise Asset Management (EAM), Permitting & Licensing (EPL) and Land Management System (LMS); and leveraging AI to improve efficiency and productivity, with clear documentation and consistent naming conventions/standards to ensure code is scalable and reusable. The position also supports ArcGIS Enterprise administration, upgrades and maintenance, with a focus on ArcGIS Server monitoring and performance tuning, and provides administration and support for multi-versioned enterprise geodatabases (SDE) on SQL Server, including relational geodatabase design and development. The Senior GIS Analyst will produce GIS data, products, and services that are correct, complete, consistent, current, and convenient while aligning with our GIS Vision and Mission to improve and enhance The Township’s enterprise GIS.

Essential Duties and Responsibilities:

  • Assists in designing, creating, editing, enhancing, maintaining and updating various GIS datasets and data layers, tables and attribute information, mapping products and services, and remote sensing datasets including imagery and LiDAR files, using the correct pre-defined formats and spatial references.
  • Consult with users in the design and delivery of custom scalable enterprise GIS application solutions, collaborating with stakeholders to gather requirements, define standards, and establish naming conventions that are reusable from concept through release.
  • Design, develop, maintain, and support GIS applications, interactive web maps and dashboards, and spatial data workflows using Esri Enterprise platform product suite.
  • Review and analyze business workflows and translate them into scalable GIS data models, services, and application functionality.
  • Integrate GIS datasets and services with enterprise systems, e.g., Enterprise Asset Management (EAM), Permitting & Licensing (EPL), and/or Land Management (LMS) to support cross-system operations.
  • Analyze geospatial data and perform statistical/quantitative analysis using complex queries, geoprocessing tools, programming and scripting, leveraging AI tools to streamline results. 
  • Administer and support ArcGIS Server Enterprise including service monitoring, analyzing server log files. and performance tuning.
  • Build and maintain REST service capabilities and application endpoints using ArcGIS API’s and related web services.
  • Conduct verification testing for GIS application changes, data workflow updates, and ArcGIS Enterprise upgrades using test environments and validation criteria before release.
  • Leverage AI tools including large language models (LLMs), Model Context Protocol (MCP), AI coding assistants, and machine-learning services, to support GIS application development, improve documentation and analysis, and enable automation.
  • Administer and support multi-versioned enterprise geodatabases (SDE) on SQL Server Enterprise, including relational geodatabase design, development, and management.
  • Perform GIS data updates and maintenance for Enterprise Asset Management System (EAM), Permitting & Licensing (EPL), and Land Management System (LMS).
  • Build and maintain ETL workflows and automated processes to prepare and integrate spatial and non-spatial data downloads, including formatting, transformation/cleaning, validation, and loading into enterprise GIS environment.
  • Design and maintain REST and API integrations between GIS platforms and third-party services using ArcGIS REST services API, and web services.
  • Mentor other GIS and IT personnel and provide technical guidance on enterprise GIS solutions.
  • Adhere to quality assurance and quality control (QA/QC) procedures and processes, and implement topology rules to ensure data integrity, consistency, and reliable outputs across enterprise workflows.
  • Perform troubleshooting and issue resolution for GIS services, data pipelines, and application workflows; document root causes, fixes, and resolutions.
  • Provide end-user support and training on GIS tools, web applications, and data workflows, including assistance with ad hoc reports and map outputs.
  • Evaluate vendor tools and updates for enterprise GIS fit, performance impact, and alignment with GIS standards and objectives.
  • Maintain and improve GIS operational procedures by reviewing best practices, incorporating validated updates, and refining and enhancing process changes.
  • Develop and maintain comprehensive forms, diagrams, and documentation of system standard operating procedures (SOPs), protocols and policies using AI tools to assist.
  • Conduct plat, plan, as-built drawings, documents research, and field work as needed and to resolve data discrepancies and issues.
  • Review and interpret property legal descriptions, as-built drawings, aerial maps, recorded plats, property maps, and survey maps, and use Coordinate Geometry (COGO) methods, aided by AI tools, to delineate real property boundaries and other area and linear features.
  • Create and maintain metadata for GIS datasets using AI-assisted tools to comply with the FGDC geospatial metadata standards.
  • Provides Emergency Operation Center (EOC) support in times of emergency or crisis. 
  • Perform other related duties as assigned or required.

Supervisory Responsibilities: This position has no supervisory responsibilities.

Education: Bachelor's degree from an accredited 4-year college or university in Computer Science, Engineering / Technology, Environmental Science, Geography, GIS, Management Information Systems or related field;  or any 4-year degree from an accredited college or university in combination with a GIS certification. 

Experience: Five (5) or more years of relevant professional experience working with a comprehensive Enterprise Geographic Information System including coding, programming, scripting, and leveraging AI tools for development, automation, and integration; OR an equivalent combination of education and experience. Previous municipal experience is preferred.

Licenses and Certifications: 

  • Must possess a Texas driver’s license within the first ninety (90) days of employment and meet the driver safety policy requirements.
  • Esri Technical Certification is a plus.

Computer Skills:  Experience and proficiency with GIS software, especially Esri ArcGIS Enterprise product suite; programming and scripting using Python, T-SQL, and/or JavaScript; web mapping and custom application development using AI tools and coding assistants; and complex geospatial data analysis. Experience with relational database management systems, especially SQL Server databases and geodatabases, CAD software, and data collection, geoprocessing, and related methods.

Technical Skills: 

  • Experience and proficiency with Esri’s ArcGIS product suite, including ArcGIS Enterprise Server, ArcGIS Pro (Professional Plus & extensions), ArcGIS ModelBuilder, ArcGIS Online and/or Enterprise Portal, ArcGIS Dashboards, ArcGIS Experience Builder, ArcGIS Field Maps, and ArcGIS Survey123 Connect.
  • Experience and proficiency in a programming or scripting language, especially Python (ArcGIS API for Python, ArcPy), T-SQL, and/or JavaScript (ArcGIS API for JavaScript/ArcGIS Maps SDK for JavaScript, Arcade Expressions), for enterprise GIS web application, integration, and automation development.
  • Experience with Microsoft SQL Server Enterprise using ArcSDE and relational geodatabases, especially relationship classes.
  • Experience with REST endpoints and API, including web and feature services, and integration with GIS and other enterprise platforms.
  • Experience leveraging AI tools and coding assistants to support effective and efficient coding development, generate documentation, and analyze data.
