SCOPE:

The Oklahoma City Housing Authority (OCHA) provides affordable, decent, safe, and sanitary housing or housing assistance, with quality environments and opportunities for low-income people of Oklahoma City. The Community Enhancement Corporation (CEC) is the instrumentality of OCHA that acts as the real estate development arm of OCHA while combining services to residents living in specialized housing. Currently, OCHA and CEC are undergoing an exciting transition by strategically developing opportunities to increase access to housing for individuals and families. The overall goal of the Real Estate Development Project Manager is to successfully coordinate and deliver affordable housing development projects on time, within budget, in compliance with applicable requirements, and aligned with the Authority's strategic development and community goals.

ACCOUNTABILITY:

Reports directly to the Director of Real Estate and Asset Management.

EXAMPLES OF WORK PERFORMED:

  • The Real Estate Development Project Manager supports the successful delivery of affordable housing and real estate development projects by coordinating project schedules, budgets, financing, contracts, risk management, regulatory approvals, consultants, construction, stakeholder engagement, compliance, lease-up, and project stabilization.
  • Examples of work performed include coordinating development projects and site activities; preparing and monitoring project budgets, schedules, reports, and financial models; reviewing financing and partnership agreements; supporting procurement and contract negotiations; coordinating consultants, contractors, regulatory approvals, and inspections; managing project risks and resolving delivery challenges; and supporting relocation, lease-up, compliance, and project stabilization activities.
  • Participate as a primary member of the Development Department to facilitate the long-rage goal of repositioning the public housing portfolio to affordable housing. This includes successful execution of various portfolio projects including single-family transactions, HUD Real Estate Trust conversions, large-scale ground-up and existing building renovations, and other occupancy development projects.
  • Assist in the tracking and recording of terms of Public-Private Partnerships, including tax credit financing, federal and state grants, and agreements with various state/federal agencies.
  • Assist in the negotiation of all contracts for the various project team members.
  • Assist in the risk mitigation strategy for the project.
  • Assist in the preparation and management of project schedules, budgets, and reports.
  • Collaborate with various stakeholders to conduct feasibility studies, market assessments, environmental assessments, real estate appraisals, surveys, coordinate title work and review financial modeling.
  • Coordinate with architects, engineers, contractors, and consultants to ensure project objectives are met within established parameters.
  • Assist in the acquisition of entitlements, permits, and approvals from regulatory agencies and local jurisdictions.
  • Participate in project meetings, site visits, and inspections to monitor progress and address any issues or concerns. Leading project risk management and mitigation planning. Supervising on-site progress and resolving delivery challenges.
  • Prepare and distribute project documentation, reports, and presentations as needed.
  • Support the procurement process by soliciting bids, reviewing proposals, and assisting with negotiating contracts.
  • Maintain accurate records and documentation related to project activities, expenses, and correspondence.
  • Assist the development team in coordinating with the Relocation (Uniform Relocation Act), Supportive Housing partners (Continuum of Care), and Lease-up (Property Management), Rental Payment Assistance programs (Oklahoma City Housing Authority) process, including stakeholder engagement, grant/policy compliance, and project stabilization.
  • Perform other related duties as assigned.

REQUIRED:

Bachelor's degree in any of the following: Real Estate Management, Construction Management, Architecture and Planning, Finance, Accounting. Experience (minimum 5 years required) in a combination of architecture, construction, real estate development, real estate investment, asset management, or similar roles. Strong understanding of the development process, including entitlements, design, permitting, scheduling, construction, investment returns, and project finance. Excellent organizational skills with the ability to prioritize tasks and manage multiple projects simultaneously. Exceptional communication skills, both written and verbal, with the ability to interact effectively with internal and external stakeholders to gather and verify required information. Proficiency in project management software, Microsoft Office Suite, Bluebeam, and other relevant tools and applications. Self-motivated and proactive with a strong work ethic, commitment to the mission, and integrity in delivering program commitment results. Ability to thrive in a fast-paced, deadline-driven environment, demonstrating strong problem-solving skills, all the while maintaining attention to detail, accuracy, and deadlines. Commitment to manage confidential information with discretion. Previous experience in escrow, title, or real estate transactions required, including understanding escrow/closing standards, title commitments and requirements, real estate regulations and guidelines, proration, per diems, lender documents, real estate documents, document preparation, etc.

Near vision sufficient to write and read written reports, utilize priority accounting software, develop and maintain financial spread sheet/ledgers, review and comment on contracts/invoices, facilitate income and payment tracking, maintain funding compliance reporting, and maintain electronic master files of all Project/Property financial documents and coordination.Hearing and speech sufficient to communicate clearly with others via telephone, email, text, and in person.
