Summary
This position is located within the VA Texas Valley Coastal Bend Health Care System (VATVCBHCS), working under the general supervision of the Administrative Officer, Primary Care. The primary function of this position is to provide administrative and operational support, project management, and supervisory oversight for employing Mobile Medical Units (MMUs) to improve access for Veterans to high-quality health care in accordance with Joint Commission and VHA policies and procedures.

Duties include but are not limited to:
  • Serves as a key member of the facility's emergency management team, contributing to disaster preparedness planning and response coordination.
  • Leads initiatives to develop new programs and integrate national directives into existing operational frameworks, ensuring full compliance with legislative mandates and alignment with organizational priorities. Independently plans project timelines, sets deadlines, and determines tasks to be completed.
  • Advises leadership on operational efficiencies, risk mitigation strategies, and best practices for mobile healthcare delivery.
  • Designs and manages training programs to ensure staff readiness and adherence to Joint Commission standards and VA healthcare practices.
  • Maintains effective communication and fosters a collaborative, high-performing team culture focused on safety, accountability, and continuous improvement.
  • Ensures staff are appropriately trained and licensed, safety and security protocols are followed, and contingency plans are in place for emergencies.
  • Manages the Mobile Medical Unit (MMU) operational budget, equipment inventory, and supply chain logistics to ensure readiness and sustainability.
  • Collaborates with fleet management and environmental services to maintain MMU vehicles and ensure compliance with safety and environmental regulations.
  • Ensures Mobile Medical Unit (MMU) services are targeted to underserved populations and contribute to the facility's outreach and emergency response capabilities.
  • Develops and revises local policies and procedures to ensure compliance with national standards and enhance Mobile Medical Unit (MMU) effectiveness.
  • Prepares comprehensive reports, briefings, and presentations for senior leadership and external stakeholders to inform decision-making and support funding requests.
  • Coordinates with external partners such as federal agencies (e.g., FEMA, HHS), state and local government entities, and community organizations to facilitate Mobile Medical Unit (MMU) operations, emergency preparedness, and outreach initiatives.
  • Prepares and delivers high-level briefings, reports, and correspondence to executive leadership, articulating Mobile Medical Unit (MMU) program goals, challenges, and outcomes.
  • Performs other duties as assigned.

Qualifications
SELECTIVE PLACEMENT FACTOR: A Selective Placement Factor (SPF) has been identified for this position. Selective Placement Factors (SPF) are a prerequisite to appointment and represent minimum requirements for the position. Applicants who do not meet the SPF are ineligible for further consideration.
The Selective Placement Factor for this position is: A current, valid state issued Commercial Driver's License (CDL). NOTE: We cannot accept photographs, therefore please do not submit a copy of your license with your application package. If an interview is requested, you will be required to provide a copy of your current and valid state issued commercial driver's license.
In addition to meeting the Selective Placement Factor (SPF) above, you must meet the following:
SPECIALIZED EXPERIENCE: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-7) in the Federal Service, that is directly related to the work of the position and has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties as a Supervisory Program Specialist. Specialized experience includes: providing leadership, coordination, and oversight of mobile healthcare services; managing operational budget, equipment inventory and supply chain logistics; preparing comprehensive reports, briefings, and presentations; designing and managing training programs; and developing and revising local policies and procedures to ensure compliance. NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week.
OR
SUBSTITUTION OF EDUCATION FOR EXPERIENCE (TRANSCRIPT REQUIRED): Successfully completed a masters or equivalent graduate degree OR 2 full years of progressively higher-level graduate education leading to such a degree OR LL.B. or J.D., in a related field of the position to be filled. Education at the graduate level must have been obtained in an accredited college or university and must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Transcripts must be submitted with your application materials. Education cannot be credited without documentation.
OR
COMBINATION OF EXPERIENCE AND EDUCATION (TRANSCRIPT REQUIRED): Equivalent combination of successfully completed graduate level education (beyond the first year) and specialized experience as described above, to meet the total experience requirements. The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do to the work of this position.
