We are seeking a Management/Budget Analyst.
Located on-site in Chesapeake, VA.
ESN is seeking a Management/Budget Analyst 2 to provide Business Applications in Service Engineering Agent (BA ISEA) Integrated Project Team (IPT) Technical Support for the Naval Information Warfare Systems Command (NAVWAR).
Duties and Responsibilities:
Assist IPT Lead and BFM with creating, editing, finalizing, and monitoring FY Spend Plans:
  • Current year Spend Plan is used as the baseline for the FY+ Spend Plan creation.
  • Initial draft Spend Plan presented to IPT Lead and BFM.
  • Draft Spend Plan excerpts sent to technical POCs for review and change requests.
  • BA ISEA IPT Spend Plan data converted into PEO MLB spend plan format.
  • Use Spend Plan change columns to document change from original submission.
  • BA ISEA IPT Spend Plan is cross walked/balanced with PEO MLB spend plans throughout the year.
  • Capture of funds carryover from one FY to the next:
    • Analysis of impact on new FY funds
  • Establish new FY baselines in MSR Templates
    • Use the internal IPT Spend Plan expenditure phasing as baseline for the FY.
    • Track and monitor spend plan data to ensure reimbursable and direct cite funds are aligned and managed appropriately.
  • Maintain outyear planning data based on program schedule/changes/projections.
  • Capture key data elements pertaining to personnel, costs, organizational information for ease of analysis/response to data calls.

Experience Requirements:
  • One (1) year of Contract Management experience, to include: Development of Program Acquisition Documentation, Development of Cost Estimates, Data Collection and Analysis reporting. Familiarity with Federal Acquisition Regulation (FAR) and DoD procurement policies and procedures.
  • Highly Proficient in MS Excel and PowerPoint.

Education Requirements:
  • Bachelor's degree in computer science, Business or a related field (i.e., Economics, Marketing, Finance, Accounting, Management Information Systems, etc.).

Security Clearance:
  • Must hold an active DoD SECRET clearance.
