Job description

As a Procurement Specialist Sr., you will be responsible for leading and executing procurement activities for a major project. You will be capable of managing end to end procurement processes. You will managing end-to-end procurement processes for the project, ensuring effective communication and alignment with key stakeholders, such as the Project Management Office (PMO) and the engineering, legal, and finance teams. You will work closely with subcontractors, negotiate contracts, place purchase orders (POs), and support the engineering, planning, and project estimation teams. Additionally, you will monitor and report on subcontractor tender and project status to ensure that procurement activities align with overall project goals and timelines. The role requires a hands-on professional who can quickly integrate into the project and deliver RFPs and negotiate contracts within tight timelines.

More specifically, you will:

  • Lead end-to-end procurement activities for the project, including preparation, issuance, and evaluation of RFPs, supplier selection, and award recommendations.
  • Lead commercial negotiations with subcontractors and suppliers to secure favourable pricing, delivery schedules, and contract terms aligned with project requirements.
  • Draft, review, and issue POs and contracts, ensuring compliance with internal policies and legal requirements.
  • Collaborate with the PMO, engineering, legal, and finance teams to ensure alignment on procurement strategies, budget constraints, project timelines, and compliance. Provide procurement-related input to project planning and risk management processes.
  • Serve as the main point of contact for subcontractors, ensuring clear communication regarding expectations, contract terms, timelines, and deliverables.
  • Provide procurement input to the planning and project estimation teamswith procurement-related information to help estimate material and service costs accurately and contribute to the overall project budget and timeline.
  • Monitor and report on the status of subcontractor tenders, ensuring they are processed on time and within budget. Provide regular updates to project teams on subcontractor bids and contract progress.
  • Assist in monitoring project procurement performance, track key procurement metrics, and ensure that all materials and services are delivered as per the contractual obligations and project timelines.
  • Proactively identify and resolve procurement-related issues, such as delays in supply chains, contract disputes, or non-compliance with contract terms.
  • Maintain detailed records of procurement activities, including contracts, POs, supplier communications, and performance reviews. Generate regular reports for stakeholders.
  • Ensure compliance with legal, environmental, and company policies in all procurement processes. Stay updated on market trends, legal developments, and industry standards.
  • Manage multiple procurement packages concurrently, prioritizing activities to meet project milestones and driving procurement deliverables to schedule.

Qualifications

  • Bachelor’s degree in Business Administration, Supply Chain Management, Engineering, or a related field.
  • Proven experience (7-10 years) as a procurement specialist or in a similar role, with a focus on project procurement in a construction, engineering, or manufacturing environment.
  • Demonstrated experience leading RFP processes and negotiating contracts within a single large-scale, schedule-driven project environment.
  • Strong negotiation skills and the ability to effectively manage subcontractor relationships.
  • Solid understanding of procurement processes, project management methodologies, and contractual obligations.
  • Advanced business and analytical skills related to strategic sourcing for major projects.
  • Excellent communication and interpersonal skills and the ability to work effectively with cross-functional teams and external partners.
  • Strong problem-solving skills and the ability to work independently and under pressure.
  • Proficient in procurement software and tools (e.g., SAP, Oracle, or other procurement platforms).
  • Leadership ability and strategic vision, with excellent communication and persuasion skills, both written and spoken.
  • Understanding of financial processes, billing, milestone payments, authority levels, and controls.
  • Experience in one of the following sectors would be an asset: mining, aerospace, oil and gas, construction, energy, or large construction companies.
  • Fluency in English is required for this position, as you will interact with English-speaking suppliers, stakeholders or clients.
  • Familiarity with legal and financial considerations in contract and procurement management.
  • Detail-oriented and the ability to track multiple projects and priorities simultaneously.
  • Successful completion of the security screening process and obtainment of the required security clearance under the Federal Government’s Contract Security Program (minimum of 5 years of residency in Canada, with no interruption of 6 consecutive months.
