About the Position

Dexis is seeking a highly experience Technical Advisor Consultant to support business development and technical solution design efforts for upcoming opportunities with the U.S. Department of State's (DOS) Bureau of Political-Military Affairs (PM). This consultant will serve as the lead subject matter expert, refining our understanding of the client landscape, contributing significantly to solution architecture, technical proposal narrative development, and overall proposal quality.  

This is a high-impact, short-term engagement for an individual who understands the operational and technical dimensions of government security assistance programs, including Foreign Military Financing (FMF), International Military Education and Training (IMET), and Assessment, Monitoring, and Evaluation (AM&E) program elements.  

Responsibilities
  • Lead the development of the technical approach and solution design for a U.S. government program related to international security, security assistance, military operations, and defense strategy and plans. 
  • Provide strategic insight into the organizational priorities, structure, and decision-making processes within the PM Bureau. 
  • Advise Dexis leadership on client engagement strategies specific to security assistance. 
  • Refine technical proposal content, ensuring accuracy, clarity, and alignment with government priorities and terminology. 
  • Translate complex technical concepts into compelling narratives for evaluation by technical and non-technical reviewers. 
  • Provide strategic insight into evolving trends and participate in periodic strategy sessions as a trusted advisor throughout the pre-solicitation, capture, and bid phases. 
Qualifications 
  • Minimum 5 years of experience working with or supporting DOS, with deep familiarity with the PM Bureau and the Office of Security Assistance (SA). 
  • Demonstrated track record of engagement with senior-level PM/SA personnel and contract leadership. 
  • Exceptional understanding of federal international security, security assistance, and military operations contracting environments. 
  • Exceptional writing and communication skills, with prior experience leading technical writing for federal proposals. 
  • Prior experience advising capture or proposal teams targeting DOS contracts is strongly preferred.
