Position Summary
The Commissioning Owner's Representative (CxOR) serves as the owner's on-site representative responsible for overseeing quality assurance and commissioning activities throughout the design, construction, testing, and turnover of large-scale mission-critical facilities.
This position provides leadership, technical oversight, and coordination between project stakeholders to ensure systems are designed, installed, tested, documented, and commissioned in accordance with project requirements, industry standards, applicable codes, and operational objectives.
The successful candidate will work closely with project management, construction teams, commissioning providers, contractors, consultants, operations personnel, and equipment suppliers to promote a culture of quality and ensure successful project delivery.
This is a leadership and oversight role and is not responsible for performing field commissioning activities directly.
Key Responsibilities
Quality & Commissioning Leadership
  • Act as the owner's primary representative for quality assurance and commissioning activities.
  • Lead implementation of project quality and commissioning requirements.
  • Monitor compliance with project specifications, commissioning plans, and established quality standards.
  • Promote a proactive quality culture across all project stakeholders.
  • Identify project risks affecting quality, commissioning, safety, schedule, or operational readiness.
  • Support successful achievement of project milestones and system turnover.

Technical Oversight
  • Provide technical guidance during installation, testing, startup, and commissioning activities.
  • Review commissioning procedures, test scripts, inspection plans, and verification documentation.
  • Coordinate commissioning activities across multiple building systems.
  • Verify commissioning deliverables are completed accurately and on schedule.
  • Review functional testing, integrated systems testing, and final acceptance activities.
  • Serve as the technical resource for mechanical, electrical, plumbing, fire protection, controls, and related building systems.

Project Coordination
  • Coordinate commissioning activities among owners, contractors, consultants, vendors, and operations teams.
  • Monitor commissioning schedules and support milestone planning.
  • Participate in project planning meetings and construction coordination.
  • Support change management processes affecting commissioning scope.
  • Assist with project closeout, turnover, and operational readiness activities.

Documentation Management
  • Ensure commissioning documentation is complete, accurate, and maintained throughout the project.
  • Review inspection reports, test results, deficiency logs, and closeout documentation.
  • Maintain document control standards within project management systems.
  • Verify final operating parameters, testing records, and asset documentation are properly archived.

Quality Reporting
  • Track commissioning progress and project readiness.
  • Develop and maintain quality and commissioning performance metrics.
  • Prepare routine status reports for project leadership.
  • Monitor deficiencies and corrective actions through resolution.
  • Escalate significant technical or quality issues as appropriate.

Issue Management
  • Coordinate review and resolution of commissioning-related issues.
  • Ensure deficiencies are properly documented, prioritized, assigned, and closed.
  • Support root cause investigations and corrective action implementation.
  • Monitor recurring issues and recommend process improvements.

Vendor & Contractor Management
  • Coordinate commissioning consultants and specialty vendors.
  • Review contractor readiness for testing activities.
  • Monitor staffing and resource requirements supporting commissioning.
  • Assist with review of commissioning-related invoices and deliverables.
  • Verify vendor participation during testing and turnover activities.

Meetings & Stakeholder Engagement
Participate in and facilitate project meetings including:
  • Construction coordination meetings
  • Commissioning planning meetings

  • Assist with planning for equipment startup, integrated testing, and turnover.

Continuous Improvement
  • Capture lessons learned throughout project execution.
  • Recommend improvements to commissioning processes and quality practices.
  • Support implementation of standardized commissioning methodologies across projects.
  • Promote collaboration and knowledge sharing among project teams.

Safety
  • Support and promote a strong safety culture.
  • Ensure commissioning activities comply with project health and safety requirements.
  • Participate in safety meetings and site observations.
  • Encourage safe work practices among project participants.

Required Qualifications
  • Bachelor's degree in Engineering, Construction Management, Building Services, or a related technical discipline, or equivalent industry experience.
  • Significant experience supporting commissioning, construction, or quality management on complex commercial or industrial projects.
  • Demonstrated knowledge of mechanical, electrical, plumbing, fire protection, controls, and building systems.
  • Experience coordinating multidisciplinary project teams.
  • Strong understanding of commissioning methodologies, construction sequencing, and systems turnover.
  • Experience reviewing technical documentation and project schedules.
  • Strong organizational, leadership, communication, and problem-solving skills.
  • Proficiency with construction management software and document management systems.

Preferred Qualifications
  • Experience supporting mission-critical, industrial, healthcare, manufacturing, energy, or other technically complex facilities.
  • Experience representing an owner or client organization during construction.
  • Professional certifications in commissioning, project management, engineering, or quality management are advantageous.
  • Familiarity with integrated systems testing and operational readiness processes.
