DEP - Oracle Developer
Full-time role ( hrs/week)

BRIEF DESCRIPTION:
The Pennsylvania Conservation and Environment Delivery Center (CEDC), supporting the Department of Environmental Protection (DEP), is seeking an experienced Oracle Developer to assist in the modernization and migration of legacy Oracle Forms applications to Oracle APEX running on Oracle Database 19c.
As part of an enterprise modernization initiative, legacy systems built on older Oracle Forms technology are being upgraded to modern, secure, and maintainable Oracle APEX applications. This effort supports mission-critical environmental and regulatory systems and ensures long-term sustainability, improved performance, and alignment with current BIT standards.
The selected candidate will play a key role in converting Oracle Forms applications to Oracle APEX, enhancing system performance and security, and ensuring alignment with modern development practices. This position requires strong Oracle PL/SQL development skills, deep knowledge of Oracle RDBMS, and experience working in Agile/Scrum environments.
KEY RESPONSIBILITIES:
  • Analyze and understand the architecture, data structures, and integrations of existing Oracle Forms applications.
  • Support the migration and conversion of Oracle Forms-based applications to Oracle APEX.
  • Design and develop modern APEX user interfaces in collaboration with technical lead.
  • Assist in establishing UI/UX design standards for future APEX applications.
  • Develop and maintain PL/SQL stored procedures, functions, packages, and advanced queries.
  • Perform data pulls, data analysis, and scripting to support reporting and system enhancements.
  • Review existing documentation to understand system requirements, architecture, reporting, and functionality.
  • Implement and support application security, roles, and authorization models within integrated Oracle systems.
  • Conduct performance profiling and tuning to improve maintainability and system responsiveness.
  • Generate technical documentation, business functional documentation, and system documentation.
  • Participate in all phases of the system development lifecycle including requirements gathering, analysis, coding, testing, deployment, and post-production support.
  • Provide mentoring and knowledge transfer to Commonwealth IT staff and other developers.
  • Assist with production deployments and release management activities.
  • Provide weekly status updates to management.
  • Generate reports for executive management, end-users, and Bureau of Information Technology (BIT) staff.

REQUIRED EXPERIENCE:
  • Bachelor's degree in computer science or related field.
  • 5-7 years of experience developing in Oracle PL/SQL, including:
    • Stored procedures
    • Functions
    • Packages
    • Advanced queries
  • 5-7 years of experience developing applications using Oracle APEX.
  • Strong knowledge of Oracle RDBMS (Oracle 19c preferred).
  • Strong experience using SQL Developer and/or TOAD.
  • Understanding of data modeling principles.
  • Experience integrating web services.
  • Experience with performance tuning, debugging, and testing SQL queries, views, and stored procedures in Oracle (and SQL Server).
  • Strong analytical and problem-solving skills.
  • Strong written and verbal communication skills.

PREFERRED QUALIFICATIONS:
  • Prior Commonwealth or Environmental systems experience (preferred but not required).
  • Experience modernizing legacy Oracle Forms applications.
