We are seeking a Mid-Level Business Analyst to support requirements development, process analysis, and stakeholder engagement across FEMA cloud and enterprise IT initiatives. This role gathers business needs, documents functional and non-functional requirements, and supports solution development by interfacing with technical teams within FEMA’s SELC framework.

Key Responsibilities:
  • Conduct requirements elicitation, user interviews, and process mapping across mission systems.
  • Assist in development of BRDs, functional specs, user stories, and acceptance criteria.
  • Support Analysis of Alternatives (AoA) and business case development.
  • Maintain traceability matrices and support configuration/change management processes.
  • Develop process flow diagrams, swimlanes, use cases, and technical documentation.
  • Facilitate sprint planning, backlog grooming, UAT sessions, and workflow validation.
  • Work with PMs, Cloud SMEs, and Data Teams to align requirements with FEMA cloud architecture and federal security policies.
Minimum Qualifications:
  • 3+ years of relevant experience in a related role.
  • Experience with Agile/Scrum requirements development.
  • Familiarity with cloud-based systems and APIs.
  • Proficiency with tools such as Jira, Confluence, Visio, and process modeling tools.
  • Strong analytical, facilitation, and communication skills.
Education and Certification Requirements:
  • Bachelor's degree in Business, Computer Science, or related degree.
  • PM or Agile certification strongly preferred
Clearance:
  • Ability to obtain Public Trust. Active Public Trust is preferred. FEMA Public Trust is highly preferred.
