Job description

SMX is seeking a Senior Enterprise Solution Architect and Growth Lead for our State & Local Government practice. You will own product development, solution design, and technical delivery for complex, multi-agency cloud migration, application modernization, AI/ML, and data & analytics engagements. This is a client-facing role with delivery accountability, team leadership, and business development responsibility. You will work directly with state executives, lead engineering teams, and contribute to proposals and capture efforts. This is an application-layer role. Our clients are typically several years into a cloud journey - the infrastructure exists and is managed. What they need is someone who can look at a portfolio of aging agency applications and produce a credible, sequenced modernization path that survives contact with procurement, budget cycles, and a risk-averse security review.Our SLG application portfolio is predominantly Microsoft-stack at mixed levels of modernity, including C#, ASP.NET Core, legacy .NET Framework 4.8, SQL Server 2019+, React.js/JavaScript, Angular/TypeScript, and AWS cloud services including Bedrock and SageMaker for AI/ML work. This position is hybrid supporting a Boston, MA based customer.  

Essential Duties & Responsibilities:

  • Identify and shape new business opportunities by proactively engaging state and local government stakeholders, mapping agency pain points to SMX capabilities, and building a qualified pipeline aligned to the practice's growth targets.
  • Drive strategic product and service development by translating market trends, client feedback, and competitive intelligence into new solution offerings, repeatable accelerators, and go-to-market strategies.
  • Contribute to RFP/RFQ responses - write technical approaches, build solution architectures, and develop sales materials.
  • Drive new and existing partner relationships, and navigate multi-agency, multi-vendor environments with competing constraints.
  • Lead solution architecture from discovery through implementation - producing architecture documents, decision records, and technical governance that meet FedRAMP Moderate, GovRAMP, HIPAA, CJIS, and IRS Pub 1075 requirements.
  • Lead modernization assessments across agency application portfolios, delivering disposition recommendations (rehost / replatform / refactor / replace / retire) with effort, cost, and risk attached to each.
  • Own the technical narrative through delivery - reference patterns and guardrails that keep implementation teams consistent.
  • Stand up and improve the operational side of modernized applications: deployment automation, observability, incident response patterns, and the SLOs that matter to the mission.
  • Serve as trusted technical advisor to senior government executives; translate technical decisions into business impact.
  • Lead and grow delivery teams - set technical direction, run design and code reviews, own staffing plans and skills-gap decisions, and participate in hiring and performance conversations.
  • Mentor mid-level architects and engineers, and raise the technical bar across the practice.

Required Skills/Experience:

  • Minimum 15 years in enterprise technology - architecture, engineering, or technical consulting.
  • 3+ years contributing to or leading business development and capture activities - pipeline development, client relationship management, win-theme development, and strategic pricing/teaming decisions in government professional services.
  • 3+ years directly leading engineering teams, including technical direction, mentoring, hiring, and performance management.
  • Demonstrated ability to identify market opportunities and shape solution offerings - translating emerging technology trends (AI/ML, data modernization, cloud) into productized service lines or reusable frameworks that drive revenue growth.
  • Application modernization depth - legacy to cloud-native (containerization, microservices, API-first), with ownership of at least two substantial modernization efforts.
  • Application architecture, decomposition, and refactoring strategy across large agency portfolios.
  • API design, API management, and integration architecture across agency systems.
  • CI/CD pipeline design and release engineering.
  • Deep expertise across the .NET ecosystem: C#, ASP.NET Core, and .NET Framework 4.8 - with demonstrated experience moving Framework applications forward incrementally rather than betting on a full rewrite.
  • Strong SQL Server (2019 or later) and Entity Framework / EF Core experience, including query performance tuning and zero-downtime migration strategy.
  • Working depth in at least one modern front-end framework - React.js/JavaScript or Angular/TypeScript - and enough command of both to set standards and review code across a mixed portfolio.
  • Hands-on AWS depth at the application layer: ECS/EKS, Lambda, API Gateway, Step Functions, RDS/Aurora, DynamoDB, SQS/SNS/EventBridge, IAM, CloudWatch, and infrastructure-as-code (Terraform or CDK).
  • AI/ML practical experience (Bedrock, SageMaker, or equivalent; generative AI, RAG architectures).
  • Data & analytics fluency - data lakes, analytics platforms, BI tooling.
  • Demonstrated experience in regulated environments (FedRAMP Moderate, HIPAA, CJIS, IRS Pub 1075).
  • Strong communication - architecture documentation, executive presentations, and proposal writing.

Desired Skills/Experience:

  • AWS Solutions Architect - Professional, or equivalent certification with other cloud service providers.
  • State and local government experience - procurement cycles, compliance, public-sector IT realities, state agencies such as Health and Human Services, Revenue, Transportation, or Labor and Workforce Development.
  • Medicaid or public benefits program technology experience.
  • Oracle database environments and migration strategies.
  • Awareness of Appian, ServiceNow, or low-code/BPM platforms in government sufficient to drive solutions that incorporate them.
  • Awareness of enterprise data platforms and BI tooling (e.g., Snowflake, Informatica, Tableau) sufficient to drive solutions that incorporate them.
