Job description

The Technical Policy and Risk Analyst II works with subject matter experts to:

  • Prepare, coordinate, and track responses to requests from Foreign Service posts for technical security risk decisions,
  • Provide technical guidance and interpretation of countermeasures-related policies and standards.
  • Master the DS Risk Management Framework, the Overseas Security Policy Board (OSPB) policies, associated Foreign Affairs Manual and Handbook policies, and their application to Department of State operations worldwide.
  • Leads efforts to research, evaluate, and determine the impact of technology on established security practices, and assists in updating technical security policies and recommending appropriate countermeasures to address changing technologies.
  • Participates in working groups to develop mitigation strategies and standard operating procedures and advises senior agency security managers and program officials on the potential impact of technologies on the protection of people, facilities, and information.
  • Responsible for recommending new and improved methods to enhance the effectiveness of countermeasures programs through the application of evolving security technologies.
  • Responsible for working with data throughout its lifecycle, including collection, management, analysis, reporting, and secure disposition, to support risk analysis and policy development.

Requirements

  • Current U.S. Government final Top Secret clearance with SCI eligibility.
  • Bachelor's degree in a related discipline, advanced degree, or equivalent combination of education and experience.
  • Eligible for and able to obtain and maintain required security clearance/access approvals.
  • Ability to understand and explain Intelligence Community standards, Overseas Security Policy Board (OSPB) technical and physical security standards, and agency regulations.
  • Ability to interact with groups and individuals outside own organization and/or agency.
  • Ability to participate in interagency working groups.
  • Strong written, electronic, and verbal communication skills, including technical and report writing.
  • Proficiency with SharePoint and Microsoft Office Suite (Word, Excel, Access, Outlook).
  • Excellent interpersonal skills and ability to work as a member of a team.
  • Self-motivated and able to work effectively with minimal supervision.
  • Strong attention to detail, ability to multi-task efficiently, and work in a fast-paced environment on multiple projects.
  • Demonstrated experience working with data throughout its lifecycle, including collection, management, analysis, reporting, and secure disposition.
