Metrics LLC is a veteran-owned federal IT and acquisition support firm. We are actively preparing to support the National Heart, Lung, and Blood Institute (NHLBI) — one of the 27 institutes within the National Institutes of Health (NIH) — with a team that manages the business and contracting operations behind NHLBI's large portfolio of research-support contracts. The Acquisition & Program Support Analyst will work directly with NHLBI staff to track contract finances, maintain procurement records, and keep the institute's acquisition activities running on time and within budget. This is primarily a remote position, with occasional required in-person meetings at the NIH campus in Bethesda, Maryland.

What You'll Do

• Pull contract funding and spending data from NIH systems and trackers, validate it for accuracy, and maintain up-to-date records as contracts are awarded, modified, or closed out
• Run burn rate analyses — comparing actual spending against planned budgets — and flag contracts where funds are running low, expiring, or off-track so the government can take action in time
• Prepare recurring status reports and on-demand summaries for NHLBI leadership showing where the institute's contracts stand financially and what actions are coming up
• Support planning for future contracts by pulling together data on upcoming option years, recompetes, and needed contract modifications
• Draft and maintain contract management documents: statements of work, cost estimates, acquisition plans, and supporting justification memos — working under the direction of senior acquisition specialists and government staff
• Maintain organized document repositories so that procurement records, key contract dates, funding details, and milestone statuses are easy to find and consistently current
• Prepare meeting agendas, slide decks, and minutes for program coordination meetings; track action items and compile feedback from stakeholders into clear written summaries for government review
• Help government staff prepare contractor performance assessments and other post-award documentation

Requirements

Must Have

• Bachelor's degree in business, public administration, finance, acquisition management, or a closely related field
• At least 4 years of experience supporting federal government acquisition or program management activities
• Hands-on experience tracking contract finances: monitoring spending against budgets, analyzing burn rates, and producing reports on obligation and expenditure status
• Experience preparing written reports and presentations on contract or program status for senior government audiences
• Comfort maintaining data in tracking systems or spreadsheets with a high degree of accuracy across a large number of simultaneous contracts
• Working knowledge of how federal contracting works — including the types of documents involved (statements of work, cost estimates, sole-source justifications, etc.) and the phases of the process from planning through award and administration
• Ability to pass a federal background investigation at the Public Trust level (Tier 2) before starting work — this is a non-negotiable government requirement

Nice to Have

• Prior experience working with or directly supporting NIH, the Department of Health and Human Services, or another federal health agency
• Familiarity with NIH procurement and financial systems (such as the online purchasing tracking system or NIH's business systems for requisitions and financial reporting)
• Experience putting together contractor performance evaluations or supporting government assessment panels in an administrative role
• Project Management Professional (PMP) certification
• Experience building reports or dashboards in Excel, Power BI, or similar tools to display contract execution data visually
• Experience writing or updating standard operating procedures, training guides, or reference materials for government clients6
