Job description

We're looking for a Contract Specialist I to support the Department of Veterans Affairs. This position is fully remote.

You will provide professional acquisition support to the NCO6 Supply/Services, Healthcare Resources, and Construction teams, working pre-award and post-award functions across a range of contracting methods and types. The priority of this effort is reducing the office's backlog of contract closeouts, de-obligations, and modifications — if you have moved real volume through closeout, we want to talk to you. All acquisition functions are performed in accordance with the Federal Acquisition Regulation (FAR), the Veterans Affairs Acquisition Regulation (VAAR), and all other applicable regulations and policies.

What you'll do

  • Prepare contract modifications, de-obligation actions, and contract closeout packages
  • Conduct market research and analysis to determine availability of the requirement
  • Prepare solicitations, awards, and related documentation in the Electronic Contract Management System (eCMS)
  • Track contractor performance for compliance with contract terms and conditions
  • Prepare letters, memoranda, documents, and reports supporting contractual actions or recommendations for Contracting Officer approval and signature
  • Coordinate with requiring activities, industry, and other stakeholders, and complete contractual files
  • Work independently on assigned tasks and keep the Contracting Officer's Representative informed of all actions
  • Contribute to the monthly status and progress report

What you need — minimum qualifications

  • Two (2) years of experience conducting comprehensive acquisition support activities with a working knowledge of the FAR, demonstrating the ability to support acquisitions at or below the simplified acquisition threshold
  • At least 24 semester hours among accounting, law, business, finance, contracts, purchasing, economics, industrial management, marketing, quantitative methods, and organization and management — OR a FAC-C (Professional) or DAWIA Level I certification in Contracting
  • Ability to communicate effectively, both orally and in writing
  • Ability to conduct comprehensive research and analysis of technical and cost data
  • Ability to read and interpret acquisition policy, regulations, and directives
  • Able to obtain a favorable VA Tier 2 (moderate risk) background investigation and VA badging, and to sign a non-disclosure agreement
