POSITION SUMMARY First Review of Applications on August 3, 2026 Expected Hiring Range: $109,676 - $137,095 Starting Salary Depending on Experience and Qualifications Under administrative direction, the Deputy Director of Public Works provides senior-level leadership, strategic direction, and operational oversight for the Town's Public Works Department. Reporting to the Public Works Director, this position oversees multiple divisions including Fleet & Facilities, Street Operations, Transit, and Capital Improvement Program (CIP) delivery. This position directs professional and technical staff, manages complex capital projects and operational programs, administers departmental operating and capital budgets, and is responsible for providing oversight of project managers and professional staff.
The Deputy Director is responsible for planning and delivering the Town's Sun Shuttle Dial-a-Ride transit service. The role ensures effective project execution, compliance, and alignment with Town priorities. ESSENTIAL FUNCTIONS Assists the director in the administration and strategic planning of the Public Works Department.
Assumes full operational oversight and leadership in director's absence. Develops and managers CIP and operating budgets, assists in implementation and administration of policies, projects and programs of the department to effectively and efficiently deliver high quality services to the Town and community. Manages and provides leadership to staff within the Public Works Department's Fleet and Facilities, Street Operations and Transit divisions.
Manages a 10-year CIP plan for streets, traffic systems, transit facilities, parks, and various municipal buildings. May provide direct project management of more complex CIP projects. Develops contracts and grant compliance for transit services.
Fosters teamwork between divisions, within the department, and with other Town departments. Represents Public Works in Town Council meetings, public forums, and regional committees as required. Communicates effectively with elected officials, contractors, consultants, residents, and partner agencies.
Provides technical support and recommendations to Town management, directors and Town staff related to areas involving CIP, Transportation, and Transit. Provides motivation and focus for assigned divisions' commitment to customer satisfaction and direction for the design, measurement, and continuous improvement of division systems and processes. Translates Town goals and objectives into action steps and outcomes for subordinate staff.
Participates in consultant or contractor qualifications-based selection; evaluates consultant proposals and negotiates scope and fees for public infrastructure projects within defined budget. Interprets and drafts cooperative agreements, memorandums of understanding, and contracts across federal, state, and local entities. Prepares documents and correspondence for Town Council and other stakeholders; recommends updates to policies or procedures and assists with developing tools to drive efficiency.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES: Ability to be an active, positive and contributing team member of the Department's Management Team. Ability to communicate effectively both verbally and in written communication. Ability to demonstrate flexibility and judgment in difficult or stressful situations.
Ability to establish and maintain effective working relationships. Ability to organize work, set priorities, meet critical deadlines and follow up on work assignments with minimal supervision. Knowledge of, or ability to learn, Town and Department policies and procedures.
Knowledge of applicable state, and Federal standards and statutes, rules, ordinances, codes and regulations governing building codes, procurement policies, building safety, public works and engineering, as well as for the Federal Transit Administration and Americans with Disabilities Act. Knowledge of customer service techniques and methods. Knowledge of management and/or supervision principles and possession of strong leadership skills.
Knowledge of structural design and construction materials. Knowledge of trends and practices, public works project management and operations. Skill in assessing, analyzing, identifying and implementing solutions to complex problems.
MINIMUM QUALIFICATIONS A bachelor's degree from an accredited college or university in Civil Engineering, Construction Management, Public Administration, Urban Planning or related field. Seven (7) years' progressive experience in public works, capital project management, or other municipal related experience. Three (3) years' experience in a supervisory or managerial capacity.
An equivalent combination of education and experience may be considered. ENVIRONMENTAL FACTORS AND WORKING CONDITIONS Work is performed in an indoor and outdoor environment. Regular and reliable attendance; may work more than forty hours in a workweek without additional compensation to perform assigned job duties, including weekends, evenings, early morning hours, and holidays as required.
