Definition & Essential Functions
Under the general supervision and direction of the Public Works External Operations Manager, performs a variety of advanced professional administrative and management support duties, and supervises the functions and staff of the Airport Section of the Public Works Department.
FLSA status: Exempt.

Tasks
• Performs a variety of administrative, supervisory, and technical activities associated with the operation of the City's airport
• Responsible for developing and participating in the implementation of the goals, objectives, priorities, and budget for the airport
• Resolves complaints and develops solutions to tenant and visitor problems
• Seeks ways to streamline work processes and manage costs
• Works collaboratively with tenants, operators, Libby Army Airfield, and other stakeholders to provide quality customer service, improve operations, and ensure airport security
• Leads the preparation, submission, and administration of all federal and state grants and required reports associated with airport operations, including the preparation of the annual Airport Capital Improvement Plan
• Monitors and evaluates the efficiency and effectiveness of service delivery methods, policies, and procedures associated with the Sierra Vista Municipal Airport.
• Identifies, analyzes, and makes recommendations regarding expansion opportunities, new tenants, and capital improvements at the airport.
• Monitors, evaluates, and ensures compliance with federal, state, and local regulations including but not limited to the federal and state departments of transportation and the Federal Aviation Administration (FAA).
• Participates in the development and implementation of capital improvement programs and master plans for the airport.
• Makes recommendations to management regarding the marketing of airport services and amenities.
• Plans, directs, coordinates, and reviews the work plan for airport staff.
• Meets with staff to identify and resolve problems; assign work activities and projects; monitor work flow; evaluate work products, methods, procedures, and performance; set performance goals; counsel employees and arrange appropriate training; and forecast additional funding needs for staff, equipment, materials, and supplies.
• Interviews and recommends candidates for hire.
• Serves as a liaison for the Sierra Vista Municipal Airport with other City departments, divisions, and outside agencies; prepares and presents staff reports and other correspondence; conducts a variety of organizational studies, investigations, and operational studies; recommends modifications to programs, policies, and procedures; provides information and reports to management through written correspondence and presentations; represents Vista Transit with organizations such as the Arizona Airports Association (AZAA)
• Provides support for Economic Development such as business attraction and compatible land use planning around the airport.
• This position is required to be available for emergency call-outs related to operations at the airport.

Qualifications
Qualifications:
Bachelor's degree* in a discipline relevant to the position AND 3 yrs of relevant administrative, management, or operational experience.
Master's degree preferred.
Five (5) years of municipal and public works experience (preferred,

Must be able to lift 50 pounds occasionally.
A valid Arizona driver's license is required.

Police and Fire personnel participate in the Public Safety Personnel Retirement System (PSPRS). Mandatory employee contribution rate range is currently 7.65% - 11.65% depending on eligible tier with PSPRS.
All employees are eligible to participate in a voluntary deferred compensation plan.
Vacation Employees earn twelve vacation days per year, available for use after six months, with increases to accrual rates in five-year service increments.
Additional Time Off/Sick Leave Employees earn twelve paid sick days per year for use after one month.
Holidays Employees are provided twelve paid holidays per year.
