Position Overview
RIVA Solutions is seeking a Web Content / UX Lead Strategist to provide strategic direction for Federal client digital experiences and content modernization initiatives. The ideal candidate will lead UX strategy, content organization, navigation, metadata, SEO, analytics-driven improvements, and usability testing efforts while collaborating closely with program offices, developers, content managers, accessibility testers, and Government stakeholders. This role is responsible for improving digital experiences across websites, microsites, landing pages, search experiences, data visualizations, and related web products.
Core Responsibilities
  • Lead UX strategy, content strategy, information architecture, navigation, taxonomy, metadata, and SEO recommendations for Federal client websites.
  • Facilitate stakeholder meetings to gather business, content, design, accessibility, and user experience requirements for web initiatives.
  • Develop wireframes, clickable prototypes, sitemaps, content models, navigation recommendations, content inventories, migration strategies, and design concepts.
  • Guide content migration, consolidation, archiving, and reorganization activities to improve findability and reduce content duplication.
  • Use analytics, DAP/Google Analytics, Voice of Customer feedback, search logs, public inquiry trends, and usability findings to recommend digital experience improvements.
  • Lead or support usability studies, card sorts, heuristic reviews, stakeholder interviews, and usability analysis activities.
  • Coordinate with developers to ensure UX designs are implemented accurately, responsively, accessibly, and consistently across platforms and devices.
  • Partner with IR staff and content analysts to maintain taxonomy governance, content tagging standards, and search improvement processes.
  • Support chatbot, AI search, related content, automated suggestions, and similar digital capabilities by identifying user questions, content gaps, and metadata improvements.
  • Provide strategic guidance on content placement, microsite creation, visual design, plain language, content standards, and digital product roadmaps.
  • Minimum Qualifications
  • Demonstrated experience leading UX, content strategy, web design, information architecture, taxonomy, or digital communications efforts for public-facing websites.
  • Experience creating wireframes, prototypes, sitemaps, content inventories, navigation models, requirements documents, and user-focused design artifacts.
  • Strong understanding of plain language, metadata, SEO, analytics, content governance, and web content lifecycle management.
  • Experience working with Drupal or comparable WCMS platforms and cross-functional teams of developers, content managers, testers, and stakeholders.
  • Working knowledge of Section 508/WCAG, USWDS, responsive design, mobile-first design, and Federal web requirements.
  • Ability to translate complex public health, research, or policy content into clear, user-centered digital experiences.

Preferred Qualifications
  • Experience with Google Analytics, Tag Manager, DAP, ForeSee, Voice of Customer tools, Tableau, search analytics, or chatbot governance.
  • Experience with Axure, Figma, Adobe XD, Sketch, Visio, Miro, or comparable UX/design tools.
  • Experience supporting Federal, Federal client, healthcare quality, public health, scientific dissemination, or research-focused web properties.
  • Google Analytics certification, Certified ScrumMaster (CSM), UX certification, IA/taxonomy training, or comparable credential.
