Job description

SAIC is seeking an experiencedInformation Technology Project Analyst to lead and coordinate the planning, execution, and delivery of enterprise IT projects supporting theMAJESTIC Joint Program Office (JPO) TeaminSpringfield, VA. This individual will play a critical role in ensuring the successful execution of IT initiatives, adhering to project schedules, managing resources, and ensuring stakeholder communication.

The successful candidate will have a proven track record in managing full lifecycle IT projects, including system upgrades, software implementations, and infrastructure deployments. The role involves working closely with cross-functional teams, stakeholders, and leadership to ensure that all project deliverables align with business objectives and that requirements are met on time, within scope, and within budget.

This role requires strong communication skills, technical knowledge, and the ability to manage projects in compliance with federal standards, includingRisk Management Framework (RMF)guidelines.

This role requires on-site supportin Springfield, VA.

Key Responsibilities: 

  • Manage IT projects from initiation through closure, ensuring successful delivery of project scope within specified timeframes, budgets, and quality parameters
  • Develop and maintain project plans, schedules, and work breakdown structures (WBS) and track progress using industry-standard project management tools (e.g., Microsoft Project, Jira, or ServiceNow)
  • Coordinate with key stakeholders, including system owners, engineers, developers, and leadership, to ensure alignment of project objectives with organizational goals
  • Identify and manage project risks, establishing mitigation plans and contingency strategies to address scope changes, delays, or other project impacts
  • Oversee and manage requirements gathering, system integrations, and testing cycles to ensure successful implementation and delivery of IT services and solutions
  • Conduct and document project status meetings and progress reviews, presenting updates and metrics to stakeholders and senior leadership
  • Manage project resources, including personnel, tools, and third-party vendors, ensuring efficient allocation of resources and achievement of deliverables
  • Ensure compliance with applicable regulations and standards, such as NIST 800-53, RMF, and DoD requirements, throughout the project lifecycle
  • Foster team collaboration and provide leadership during all phases of the project to maintain focus and alignment with strategic objectives
  • Develop and produce all relevant documentation, including project charters, compliance reports, after-action reviews, and lessons-learned documents
  • Serve as the primary liaison between stakeholders, leadership, and technical teams, ensuring consistent communication and issue resolution

Certifications (CWF Requirements): 

  • Candidates must satisfy Cybersecurity Workforce Framework (CWF)ID 802 (IT Project Manager - Intermediate Level)requirements, as outlined by Navy COOL

This requirement can be met by possessing one or more of the following qualifying certifications: 

  • CompTIA Security+ CE 
  • CompTIA Network+ CE 
  • CompTIA A+ CE 
  • CompTIA Cybersecurity Analyst (CySA+) 
  • Certified Ethical Hacker (CEH) 
  • Certified Information Systems Security Professional (CISSP)

  • ISACA Cybersecurity Fundamentals Certificate 

OR This requirement can be met through: 

  • ABachelor's Degreein Cybersecurity, Computer Science, IT, or a related field

Experience: 

  • 2-5 yearsof professional experience managing and supporting enterprise-levelIT environments

Technical Skills: 

  • Proficiency with project management tools, such as Microsoft Project, Jira, Confluence, or ServiceNow, for tracking deliverables and milestones
  • Knowledge of IT infrastructure (e.g., Windows servers, SQL databases, networking) and the ability to communicate technical requirements effectively
  • Familiarity with Risk Management Framework (RMF) and security compliance processes (e.g., NIST 800-53 controls)
  • Strong understanding of software development lifecycle (SDLC) processes, including Agile and Waterfall methodologies
  • Excellent risk management capabilities, including identifying, assessing, and mitigating project risks
  • Exceptional written and verbal communication skills, with experience preparing project updates, presentations, and technical documentation
