Job Summary:

The Senior Manager, Medicare Growth & Engagement leads and executes Medicare Advantage (MA) membership growth initiatives. This role is responsible for developing and managing broker relationships, executing enrollment and retention strategies, and driving measurable membership growth across all contracted health plans. This position will transition key growth functions currently managed by external consultants into an internal, accountable, and performance-driven capability. The role is externally focused and highly collaborative, working closely with Provider Operations, Provider Relations, Marketing, and Member Services.

Responsibilities:

  • Medicare Growth Strategy & Execution:
    • Medicare Advantage growth strategy
    • AEP/OEP execution
    • Broker/channel partnerships
    • Provider office engagement
    • Community-based senior engagement
    • Member retention and recapture
  • Broker & FMO Relationship Management:
    • Build and manage broker/FMO relationships
    • Lead broker engagement strategies
    • Track referrals and conversion metrics
  • Health Plan Collaboration:
    • Partner with health plans on growth initiatives
    • Coordinate joint campaigns and performance reviews
  • Provider Alignment:
    • Work with Provider Operations and Relations
    • Support IPA growth strategies
  • Member Engagement Design:
    • Design onboarding, retention, and outreach programs
    • Define workflows for Member Services execution
  • Data & Performance:
    • Track growth, conversion, and ROI metrics
    • New MA enrollment growth
    • Retention/disenrollment trends
    • Event conversion rates
    • Broker/provider referral volume
    • Market penetration
    • CMS marketing compliance adherence
    • Provide regular reporting to leadership
  • Regular attendance.
  • Travel as required.

Other Functions

  • Enforces Company policies and safety procedures.
  • Regularly updates job knowledge by participating in educational opportunities, reading professional publications, maintaining professional networks, and participating in professional organizations.
  • Maintain IPA, Health Plan compliance standards.

Supervisor Responsibility

  • This position may supervise employees.

Competencies

  • 5–7+ years in Medicare Advantage, managed care, provider engagement, sales/growth, or community engagement.
  • 2–3+ years leading teams or cross-functional market initiatives.
  • Experience with AEP, T65, Medi-Medi campaigns required.
  • Strong broker/FMO engagement background required.
  • Proven membership growth results required.
  • Experience with health plans or IPA/MSO environment required.
  • Strong analytical and excellent communication skills, both oral and written, required.
  • California/Sacramento Medicare market experience preferred.
  • Knowledge of CMS Medicare marketing guidelines.
  • Experience with FQHCs, IPAs, brokers, senior centers, and provider groups.
  • Existing broker/FMO relationships preferred.
  • Experience in Medicare growth roles preferred.
  • CRM or campaign tracking experience preferred.
  • Excellent active listening and critical thinking and analytical skills.
  • Ability to solve mid to advanced-level problems with minimal supervision.
  • Has the ability to be a leader for the department, shows leadership skills and initiative.
  • Ability to multi-task, exercise excellent time management, and meet multiple deadlines.
  • Ability to provide and receive constructive job and/or industry related feedback.
  • Ability to maintain confidentiality and appropriately share information on a need-to-know basis.

  • Self-motivated with strong organizational, multi-tasking, planning, and follow up skills.

Education and Licensure

  • High School Diploma or GED required.
  • BA or BS  in specific or related discipline as applicable preferred.
  • Active and unrestricted CA Driver’s License.

Travel

  • The incumbent may travel up to 40% of the time.
