Job description

Position Title: Vice President of Human Resources
Location: Upland Hills Health - Dodgeville, Wisconsin
Role amp; Department: Vice President of Human Resources in the Human Resources Department
Hours amp; Shift: Full-time (1.0 FTE) 40 hour per week position.
Role Responsibilities:
  • Develop and execute a comprehensive human capital strategy aligned with organizational goals, patient care priorities, and growth initiatives.
  • Serve as a key member of the executive leadership team, contributing to organization-wide planning and decision-making.
  • Lead organizational design, workforce planning, and change management initiatives.
  • Foster a culture of engagement, accountability, and continuous improvement.
  • Provide executive oversight of all HR functions, including talent acquisition, workforce planning, employee and labor relations, compensation and benefits, performance management, training and leadership development, succession planning, and HRIS/workforce analytics.
  • Ensure compliance with all federal, state, and healthcare-specific regulations (e.g., Joint Commission, CMS, OSHA, HIPAA).
  • Establish and leverage HR metrics and dashboards to drive data-informed decisions.
  • Lead strategies that promote positive employee relations, engagement, and a high-performing workforce.
  • Ensure fair, consistent, and legally compliant resolution of employee issues.
  • Partner closely with clinical leadership to address staffing models, productivity, retention, and workforce shortages.
  • Support workforce readiness and credentialing alignment initiatives tied to patient care standards.
  • Develop and implement strategies to recruit and retain critical clinical talent.
  • Champion organizational culture initiatives focused on patient-centered care and employee engagement.
  • Lead leadership development programs, succession planning efforts, and organization-wide change management.
  • Provide oversight of additional operational/support functions as assigned.
  • Collaborate with compliance teams on workforce-related risk mitigation and non-clinical compliance support.
  • Develop and manage departmental budgets for HR and assigned functional areas.
  • Identify cost-saving opportunities and operational efficiencies across workforce and support functions.
  • Oversee vendor management and contract performance.
Qualifications:
  • Bachelor’s degree in Human Resources, Business Administration, Healthcare Administration, or related field required
  • Master’s degree (MBA, MHA, or related) strongly preferred
  • Minimum of 10-15 years of progressive HR leadership experience, including: Senior leadership role (Director, VP, or equivalent)
  • Experience in healthcare or similarly complex, regulated environments required
  • Demonstrated experience overseeing multi-functional teams beyond HR preferred
  • SPHR, SHRM-SCP, or equivalent certification preferred
