PositionTitle: Business Development/Capture Manager

Position Summary: The Business Development/Capture Manager (BDM) is responsible for driving growth and expanding the companys footprint across government (federal, state, and local) and commercial markets. The BDM will identify, qualify, and capture new business opportunities, maintain a strong pipeline, and support capture and proposal efforts. This role collaborates closely with internal teams to deliver tailored, innovative, and compliant solutions that align with client needs.

The ideal candidate brings a strong network, proven capture and pipeline development experience, and the ability to align client needs with strategic, client-focused solutions.


Key Responsibilities:

  • Identify, qualify, and pursue new business opportunities across federal, state, local, and commercial markets, building and maintaining a high-quality pipeline that includes expansion into adjacent customers and markets.
  • Build and maintain a high-quality opportunity pipeline.
  • Conduct market research, competitive analysis, and customer outreach to guide growth strategies and solution positioning.
  • Develop and maintain relationships with government clients, industry partners, and key stakeholders.
  • Support capture activities, including opportunity shaping, win strategy development, teaming coordination, and competitive positioning.
  • Collaborate with internal teams to develop proposals, RFIs, white papers, and client solutions.
  • Deliver capability briefings, presentations, and marketing materials; represent the company at events and conferences.
  • Track pipeline activities and key metrics using CRM tools and report insights to leadership.
  • Support execution of business development plans aligned with organizational growth priorities.


Required Qualifications

  • Bachelors degree in business, Marketing, Communications, Public Administration, or related field (or equivalent experience).
  • 58 years of business development experience, preferably in government contracting, professional services, or technology sectors.
  • Proven success identifying, qualifying, and winning new business opportunities across government and commercial markets.
  • Strong understanding of government procurement processes, including RFIs, RFPs, RFQs, and the proposal lifecycle.
  • Experience supporting proposal development, cost/price strategies, and capture activities.
  • Established network of government contacts and/or industry partners.
  • Proficiency in CRM tools, Microsoft Office, and pipeline tracking/reporting.
  • Excellent communication, negotiation, presentation, and client engagement skills.
  • Ability to manage multiple opportunities and priorities in a fast-paced environment.
  • Collaborative, organized, and strategic thinker with the ability to leverage market intelligence.


Preferred Qualifications

  • Masters degree (e.g., MBA, MPA, or related discipline).
  • Experience with federal contract vehicles (e.g., GSA Schedules, IDIQs, BPAs) and state/local procurement.
  • Strong relationships within key government agencies (civilian, defense, or health-related) and/or industry partners.
  • Experience in capture management and proposal lifecycle support, including opportunity shaping, teaming, and pricing collaboration.
