Employment Status: Permanent - Full Time - Exempt

Schedule: Monday-Thursday 7:00AM - 5:30PM

Compensation: Grade: 13 Salary range starting at $80,000 - $95,000

Position Summary

The Director of Human Resources is responsible for the overall leadership, administration, coordination, and evaluation of the City's human resources function. This position develops and implements strategic human resources initiatives aligned with the City goals and provides executive-level guidance on workforce planning, organizational development, employee relations, and compliance. The Director ensures that policies, programs, and practices promote an effective, engaged, and legally compliant workforce.


Essential Duties - Knowledge - Skills - Abilities

  • Leads the development of Human Resources strategies aligned with the City of Morgantown goals and operational policies.
  • Provides executive-level consultation to City leadership on workforce planning, organizational development, employee engagement, and succession planning.
  • Oversees recruitment, selection, onboarding, and retention strategies for all City employees.
  • Leads organizational culture, employee engagement, and retention initiatives.
  • Directs employee relations programs, including conflict resolution, investigations, and disciplinary processes.
  • Administers employee benefits programs, including health, retirement, employee assistance, and leave programs, and ensures compliance with applicable regulations.
  • Coordinates and oversees leave administration in compliance with FMLA and other applicable laws.
  • Advises and consults with City Management, employees, and retirees regarding a variety of human resources actions, laws, programs and services.
  • Oversees compensation and classification systems, including analysis and recommendations for equitable and competitive pay structures.
  • Ensures compliance with federal, state, and local employment laws; monitors legislation and implements policy updates when needed.
  • Administers and manages the HR budget, including forecasting and resource allocation.
  • Demonstrates a commitment to customer service, accountability, and innovation, efficiency, and fiscal responsibility.
  • Develops, implements, and maintains HR policies, procedures, and programs to improve organizational effectiveness and efficiency.
  • Performs benefit administration to include claims resolution, charge reporting etc.
  • Develops and maintains an employee onboarding and offboarding program.
  • Provides employee relations counseling.
  • Oversees preparation and submission of required federal, state, and local HR reports.
  • Ensures timely and effective employee performance evaluation processes across departments.
  • Supervised, mentors, and develops Human Resources staff.

Knowledge

  • Principles and practices of human resources management, public administration, governmental organization and labor relations.
  • Compensation, classification, and benefits administration systems.
  • Organizational development and workforce planning principles.
  • Recruitment, selection, and employment evaluation methodologies.

Working Conditions & Physical Requirements

  • This position operates in an indoor office environment, sitting, standing, walking, using a computer and other office equipment, performing calculations, and communicating orally and in writing. Some local travel is required. Physical ability to lift and maneuver 40 lbs.

  • Basic office equipment and human resources information system.

Contact & Supervision

  • Regular interaction with City leadership, employees, applicants, and the public.
  • Responsible for supervision of the Human Resources Department
  • Reports to the Assistant City Manager.

Requirements:

Education:

  • Bachelor's degree from an accredited college or university with major course work in Human Resources, Business Administration, Public Administration, Labor Relations, or a related field.

Certification and License:

  • None

Experience:

  • Minimum of five (5) years of progressively responsible experience in Human Resources, including supervisory or leadership responsibilities.

Preferred Qualifications

  • Master's degree in Human Resources, Public Administration, Business Administration, or related field.
  • Seven (7) to ten (10) years of progressively responsible HR experience, with demonstrated leadership in a public or governmental setting.
  • Professional certification (e.g. SHRM-CP, SHRM-SCP, PHR, SPHR).
  • Experience in municipal or public sector Human Resources.
  • Active involvement in a state or national Human Resources Association.
