Job description

Position Overview
We are seeking a highly motivated Scrum Master / Software Developer to support an Agile software delivery team in a blended role consisting of approximately 70% Scrum Master responsibilities and 30% hands-on software development. The ideal candidate is an experienced Agile facilitator who can lead team ceremonies, remove impediments, improve delivery performance, and maintain strong communication among product owners, stakeholders, and technical teams while also contributing production-quality code. This position requires a leader who understands modern software engineering practices and can operate effectively in mission-focused, cloud, and regulated environments. The successful candidate will help the team plan and execute work predictably, mature its Agile practices, manage risks and dependencies, and contribute directly to application development, testing, integration, and technical problem-solving when needed.
Responsibilities
Scrum Master & Agile Delivery Leadership (70%)
  • Serve as the Scrum Master and primary Agile facilitator for one or more software development teams.
  • Plan and facilitate daily stand-ups, sprint planning, backlog refinement, sprint reviews, retrospectives, and other Agile ceremonies.
  • Partner with the Product Owner to ensure the backlog is prioritized, refined, estimated, and ready for upcoming sprints.
  • Coach team members and stakeholders on Scrum principles, Agile values, self-organization, accountability, and continuous improvement.
  • Identify, track, escalate, and help remove impediments that affect team productivity, quality, or delivery commitments.
  • Monitor sprint progress, delivery risks, dependencies, capacity, and commitments using Agile planning and tracking tools.
  • Develop and communicate delivery metrics such as velocity, burndown, burnup, cycle time, throughput, predictability, and defect trends.
  • Facilitate cross-team coordination and dependency management among engineering, product, security, infrastructure, operations, and customer stakeholders.
  • Promote realistic sprint commitments and protect the team from unplanned work, conflicting priorities, and unnecessary disruption.
  • Support release planning, roadmap execution, milestone tracking, and status reporting for technical and non-technical stakeholders.
  • Maintain accurate Agile project documentation, action items, risks, decisions, and team working agreements.
  • Lead retrospectives that produce measurable improvement actions and follow through on agreed changes.
  • Help establish and maintain definitions of ready and done, acceptance criteria, quality standards, and sustainable delivery practices.
  • Support compliance, security, documentation, and governance requirements without compromising Agile delivery principles.

Software Development & Technical Contribution (30%)
  • Design, develop, test, and maintain software applications, APIs, microservices, automation scripts, and backend services.
  • Contribute to sprint work by completing development tasks, resolving defects, and supporting technical spikes or proofs of concept.
  • Develop scalable and maintainable software using modern programming languages, frameworks, and secure coding practices.
  • Create and consume RESTful APIs and support integration with internal systems, cloud services, databases, and third-party platforms.
  • Write unit, integration, and automated tests and participate in peer code reviews to maintain software quality.
  • Troubleshoot application, integration, and production issues across software and infrastructure layers.
  • Participate in application modernization, refactoring, technical debt reduction, and performance improvement initiatives.
  • Support CI/CD pipelines, source control workflows, automated deployments, and DevSecOps practices.
  • Collaborate with architects, engineers, testers, cybersecurity personnel, and operations teams throughout the software lifecycle.

Required Qualifications
  • Active Top Secret clearance with SCI eligibility
  • Bachelor's degree in Computer Science, Software Engineering, Information Systems, Business, or a related field, or equivalent professional experience.
  • 5+ years of combined experience supporting Agile software delivery, software development, technical project execution, or related functions.
  • 2+ years of experience serving as a Scrum Master, Agile Team Lead, Technical Lead, or similar delivery-focused role.
  • Hands-on software development experience with one or more programming languages such as Python, JavaScript/TypeScript, Java, C#, Go, or PHP.
  • Demonstrated experience facilitating Scrum ceremonies and coaching teams on Agile principles and practices.
  • Experience with Agile lifecycle and collaboration tools such as Jira, Azure DevOps, Confluence, GitHub, GitLab, or similar platforms.
  • Experience developing or integrating REST APIs, service-based applications, or modern web applications.
  • Understanding of source control, CI/CD, automated testing, code review, and modern software development practices.
  • Strong communication, facilitation, conflict-resolution, organizational, and problem-solving skills.
  • Ability to balance delivery leadership responsibilities with hands-on technical contributions based on team priorities.
  • Ability to work independently and collaboratively in fast-paced, cross-functional, and mission-focused environments.

Desired Qualifications
  • Certified ScrumMaster (CSM), Professional Scrum Master (PSM), SAFe Scrum Master, PMI-ACP, or comparable Agile certification.
  • Experience supporting multiple Agile teams, scaled Agile programs, or complex cross-team dependencies.
  • Experience with cloud platforms such as AWS or Microsoft Azure.
  • Experience with containerization, microservices, event-driven architectures, or cloud-native application development.
  • Experience using delivery metrics and data to improve team predictability, quality, flow, and stakeholder transparency.
  • Experience supporting government, defense, intelligence community, or other regulated environments.
  • Familiarity with secure software development, DevSecOps, cybersecurity, RMF, or Authority to Operate processes.
  • Experience supporting mission-critical, real-time, or operational software systems.
