Job Summary
Responsible for managing and leading a team in the development, maintenance and support of TriWest business applications. Works closely with customers, external colleagues, and other stakeholders to identify and maximize software functionality, integration, and change. Oversees systems analysis, design, development, installation, maintenance, and release/change management for TriWest business applications. Provide technical advice and direction.
Education & Experience
Required:
• Bachelor's degree in Computer Science, Business, or a related field, or equivalent experience
• U.S. Citizen
• Must be able to receive a favorable Interim and adjudicated final Department of Defense (DoD) background investigation
• 5 years IT or Data management experience to include hiring, managing, coaching and developing staff to ensure business goals are met
• 5 years' experience in planning, development, implementation, maintenance, and support of application systems across multiple hardware and software platforms
• 3+ years' experience in business application design
• 5+ years in Master Data Management
• 3+ years' experience in Healthcare, specializing in Provider Data
Preferred:
• Experience working in high volume data throughput environment with 24x7 processing
• Experience with Profisee Master Data Management Software
• Experience with Cloud based systems, preferably Azure
• Knowledge of ETL/Analytical systems such as Databricks, Azure Data Factory
• Knowledge of SQLServer and SQL
Key Responsibilities
• Develops and maintains consistent communication with the business process owners to determine requirements and ensure that software and maintenance activities meet needs and resolve system issues.
• Hire, manage, coach, develop and engage staff to ensure optimal performance and retention. Regularly conduct 1:1 and team meetings to ensure communication and management of issues.
• Provides feasibility studies, analysis, and recommendations regarding packaged software and hardware to increase the effectiveness of TriWest operations.
• Oversees the development of short- and long-range objectives and tactical plans to satisfy system needs.
• Plans, builds, recommends, monitors and controls assigned part of IT budget.
• Ensures cost-effective engineering, integration, implementation, testing, and maintenance of Medical applications in support of business and information objectives and requirements.
• Develops and maintains ongoing relationships with hardware, software, consultant, and employee resource vendors to insure that TriWest systems are adequately supported and external opportunities are understood and considered in the planning process.
• Ensure appropriate security requirements are an integral part of the design, development, and ongoing support of all application solutions.
• Maximizes existing hardware and software capabilities to support changing business requirements.
• Manages implementation and upgrade projects for all purchased systems.
• Manages growth and promotes usage and understanding of software capabilities and processes.
• Establishes and reinforces agile methodologies and industry standards best practices.
• Develops and maintains ongoing relationships with vendors to insure proper systems support and planning.
• Negotiates contracts and agreements.
• Participates in application-related steering committees and user groups.
• Performs other duties as assigned.
• Regular and reliable attendance is required.
