Job Title: Regulatory Affairs Manager - Mass Markets South

Position Overview
The Regulatory Affairs Manager supports the company's regulatory strategy, compliance efforts, and business operations within the Texas competitive energy market. Reporting to the Director Regulatory Affairs, Mass Markets South, this role serves as a key regulatory resource to internal stakeholders by monitoring regulatory and legislative developments, evaluating business impacts, and helping ensure regulatory requirements are effectively implemented across the organization.
The position is primarily focused on Texas retail regulatory affairs, while also providing support on wholesale regulatory matters that affect the company's retail operations and additional jurisdictions as needed. This includes monitoring ERCOT market developments, evaluating wholesale market rule changes, and partnering with internal business teams to assess operational and commercial impacts.
The ideal candidate is a collaborative, analytical professional with a strong understanding of the Texas competitive energy market who enjoys translating complex regulatory developments into practical business guidance.
Key Responsibilities
Regulatory Analysis & Business Support
  • Support the Director of Regulatory Affairs, Mass Markets South in developing and implementing regulatory strategies that align with the company's business objectives.
  • Monitor regulatory, legislative, and market developments before the Public Utility Commission of Texas (PUCT), ERCOT, and other applicable regulatory bodies.
  • Analyze proposed legislation, Commission rules, ERCOT protocols, tariffs, market notices, and regulatory proceedings to identify potential business impacts.
  • Prepare concise regulatory summaries, business impact analyses, and briefing materials for leadership and internal stakeholders.
  • Assist in drafting regulatory comments, filings, responses, and supporting documentation as directed.
  • Support implementation of new regulatory requirements by partnering with business units to update policies, procedures, and operational practices.

Internal Business Partnership
  • Serve as a day-to-day regulatory advisor to internal business partners across Operations, Compliance, Legal, Supply, Trading, Product Development, Customer Experience, Marketing, Finance, and other functional areas.
  • Provide practical guidance regarding regulatory requirements affecting products, customer communications, enrollments, billing, and operational processes.
  • Review customer-facing materials, contracts, marketing collateral, and operational procedures to ensure compliance with applicable regulatory requirements.
  • Partner with project teams to evaluate regulatory considerations associated with new products, programs, and strategic initiatives.
  • Support regulatory reporting, licensing activities, compliance filings, audits, and responses to regulatory inquiries.
  • Assist with researching and resolving regulatory issues associated with customer complaints, operational matters, and compliance questions.

Wholesale Regulatory Support
  • Monitor ERCOT stakeholder activities, NPRRs, market notices, protocol revisions, and other wholesale market developments affecting retail electric providers.
  • Evaluate wholesale market rule changes and summarize impacts related to settlements, resource adequacy, reliability initiatives, ancillary services, cost allocation, and market operations.
  • Provide regulatory support to Supply, Trading, Risk Management, Finance, and other internal teams regarding wholesale market developments.
  • Assist the Director in evaluating wholesale policy issues and preparing internal recommendations regarding significant ERCOT initiatives.
  • Participate in ERCOT stakeholder meetings and industry working groups as assigned to remain informed of emerging market developments.

Regulatory Compliance & Continuous Improvement
  • Help ensure regulatory obligations are appropriately incorporated into business processes and operational practices.
  • Identify regulatory risks and communicate recommendations to business stakeholders.
  • Support periodic reviews of internal procedures and customer communications to promote ongoing regulatory compliance.
  • Maintain awareness of emerging industry trends and regulatory developments that may impact the company's business strategy.

Required Qualifications
  • Bachelor's degree in Business, Economics, Political Science, Public Policy, or a related field.
  • Five to seven years of experience in regulatory affairs, public policy, government affairs, utility regulation, compliance, or the competitive energy industry.
  • Experience working within the Texas competitive retail electricity market.
  • Working knowledge of Public Utility Commission of Texas (PUCT) rules and ERCOT market structure.
  • Ability to interpret statutes, Commission rules, tariffs, market protocols, and regulatory filings and translate them into practical business guidance.
  • Strong analytical, critical thinking, and problem-solving skills.
  • Excellent written, verbal, and presentation skills with the ability to communicate complex regulatory issues to both technical and non-technical audiences.
  • Strong organizational skills with the ability to manage multiple priorities and deadlines.
  • Proven ability to build collaborative relationships across cross-functional teams.
  • Proficiency with Microsoft Office applications, including Excel, Word, PowerPoint, and Outlook.

Preferred Qualifications
  • Experience participating in ERCOT stakeholder processes or PUCT rulemaking proceedings.
  • Working knowledge of ERCOT wholesale market rules, settlements, resource adequacy, ancillary services, or market design initiatives.
  • Experience drafting regulatory filings, comments, or formal responses.
  • Advanced degree (MBA, MPA, Master's, or Juris Doctor) is preferred but not required.
