Role description:

Arcadis is seeking a Senior Construction Manager – Marine Terminals to lead the project team as an owner’s rep, oversee pre-construction, construction phase activities, and closeout phases for large-scale marine terminal infrastructure projects, including berth and waterfront improvements, utilities, pavements, and related facilities.  May also include some structural, roofing, environmental and building work. Projects may require coordination across multiple stakeholders in a secure, operating port environment.

Role accountabilities:

Owner’s Representation & Leadership

  • Act as Owner’s Representative under applicable project contracts.
  • Coordinate with Program Manager, Designer, Contractors, and terminal stakeholders.
  • Lead project meetings and provide formal reporting on schedule, cost, and risk.
  • Lead project/construction management team. 

Pre-Construction Management

  • Perform constructability reviews, risk assessments, and phasing evaluations.
  • Review cost estimates, schedules, and logistics plans.
  • Support contractor procurement and bid evaluation.
  • Identify and establish project deliverables. 

Construction Phase Oversight

  • Monitor contractor compliance with contract documents and permits.
  • Coordinate work in active marine terminals where operations take priority.
  • Track progress, review schedules, and oversee safety performance.
  • Oversight of daily field operations to ensure contract compliance and quality control. 

Cost, Change & Contract Administration

  • Review payment applications and change order requests.
  • Develop independent cost estimates, change modification packages and change logs.
  • Forecast final cost and cash flow.

Operational Coordination

  • Plan construction activities around vessel schedules and terminal operations.
  • Coordinate secure access, shutdowns, and work windows.

Quality Management & Closeout

  • Monitor QA/QC, manage punch lists, and oversee closeout documentation.
  • Support final acceptance and warranty activities.

Required Qualifications:

  • Minimum 15 years of construction management experience 
  • Experience of construction in an operational marine terminal environment
  • Professional Engineer (PE) license or Certified Construction Manager (CCM).

Key Skills and Attributes:

  • Working knowledge of the PANYNJ Tenant Construction and Alteration Process (TCAP)
  • Valid Driver’s License 
  • Ability to obtain high SWAC clearance. 
  • Ability to obtain a TWIC card
  • Trained in OSHA 30 Construction Safety, fall protection, confined space and permit confined space entry 
  • Working knowledge of the PANYNJ Tenant Construction and Alteration Process (TCAP)
