POSITION DESCRIPTION: Senior Naval Logistics Integration (NLI) / Marine Logistics Integration (MLI) Manager Location: Pentagon, Arlington, VA Status: Contingent Hire โ€“ Full-Time โ€“ On-Site Clearance: Active Top Secret/SCI Clearance Required MUST HAVE: Demonstrated experience leading Joint and Naval logistics integration efforts, military logistics modernization, capability portfolio coordination, Marine Corps logistics planning, and executive-level support for Headquarters Marine Corps, Department of the Navy, and Joint Staff leadership. Position Summary The Senior Naval Logistics Integration (NLI) / Marine Logistics Integration (MLI) Manager provides senior-level leadership supporting Headquarters Marine Corps (HQMC), Installations and Logistics (I&L), Logistics Current and Future Operations Branch (LPOV). Working on-site at the Pentagon, this position serves as the principal contractor lead for Joint Logistics Coordination and Naval Logistics Integration activities supporting Marine Corps Expeditionary Logistics (EXLOG), Force Design, and future naval logistics operations. The NLI/MLI Manager leads coordination across Headquarters Marine Corps, OPNAV N4, U.S. Coast Guard Deputy Commandant for Mission Support (DCMS), Joint Staff, Marine Forces (MARFORs), Marine Expeditionary Forces (MEFs), Combat Development and Integration (CD&I), and other Department of Defense stakeholders to ensure Marine Corps logistics capabilities are fully integrated into Joint, Naval, and Service logistics portfolios, capability development initiatives, doctrine, exercises, and modernization efforts. The position develops executive-level information papers, strategic assessments, decision briefs, implementation plans, logistics integration products, and portfolio recommendations supporting senior executive service (SES) and General Officer leadership. Required Qualifications U.S. Citizen with an Active Top Secret/SCI security clearance and ability to obtain a CAC card.
Bachelor's degree in Logistics, Supply Chain Management, Military Science, Systems Engineering, Business, Operations Research, National Security Studies, Public Administration, or related discipline.
Eight (8) or more years of specialized experience supporting military logistics, supply chain operations, or logistics modernization at the strategic, operational, and tactical levels.
Experience supporting Headquarters Marine Corps, Joint Staff, Department of the Navy, Combatant Commands, or equivalent headquarters organizations.
Experience leading Joint logistics integration and capability coordination across multiple organizations.
Demonstrated knowledge of Marine Corps logistics organizations, Force Design, and naval logistics operations.
Experience supporting Planning, Programming, Budgeting, Execution, and Assessment (PPBEA) activities.
Experience supporting posture planning, force management, capability development, or logistics modernization initiatives.
Experience analyzing logistics interoperability, capability gaps, and investment priorities.
Experience preparing executive briefings, information papers, white papers, strategic assessments, and decision support products.
Experience coordinating executive staffing through ETMS2, Microsoft Teams, SharePoint, or similar headquarters workflow systems.
Excellent analytical, technical writing, facilitation, communication, and organizational leadership skills.
Preferred Qualifications Master's degree in Logistics, Military Operations, Strategic Studies, National Security Studies, Systems Engineering, Public Administration, Business Administration, or related discipline.
Experience supporting Joint Capability Boards (JCBs), Functional Capability Boards (FCBs), Joint logistics governance, or Capability Portfolio Management.
Experience supporting OPNAV N4, USCG DCMS, Joint Staff J4/J7/J8, or Marine Corps logistics headquarters.
Experience supporting Marine Corps Expeditionary Logistics (EXLOG), Distributed Maritime Logistics Operations (DMLO), Expeditionary Advanced Base Operations (EABO), or Force Design initiatives.
Lean Six Sigma certification or equivalent process improvement experience.
Experience supporting logistics advisory groups, executive steering committees, and strategic planning forums.
Primary Duties Lead Joint Logistics Coordination and Naval Logistics Integration activities supporting Headquarters Marine Corps logistics modernization, Force Design, and future naval logistics operations.
Coordinate Marine Corps logistics integration with OPNAV N4, USCG DCMS, Joint Staff, MARFORs, MEFs, Combat Development and Integration (CD&I), and other Department of Defense organizations.
Lead planning and integration efforts supporting Joint Logistics Portfolio governance and Marine Corps participation in Joint logistics initiatives.
Develop executive-level information papers, decision briefs, implementation plans, strategic assessments, and logistics integration recommendations for SES and General Officer leadership.
Support Planning, Programming, Budgeting, Execution, and Assessment (PPBEA) activities, capability portfolio planning, logistics modernization initiatives, and resource prioritization.
Analyze Joint, Naval, and Marine Corps logistics doctrine, concepts, policies, strategies, and capability development products to identify impacts on Marine Corps logistics equities.
Lead qualitative and quantitative analyses of logistics interoperability, logistics functional capabilities, capability gaps, investment priorities, and enterprise integration opportunities.
Coordinate Marine Corps participation in Joint Capability Boards (JCBs), Functional Capability Boards (FCBs), Joint logistics governance forums, and Naval logistics integration activities.
Support implementation of Joint logistics capability initiatives across the Marine Corps, including capability development, logistics modernization, interoperability, and portfolio management efforts.
Coordinate with MARFOR and MEF stakeholders to integrate logistics modernization initiatives, platform fielding schedules, and training objectives into Marine Corps planning, exercises, and operational activities.
Support development and maintenance of Marine Corps logistics platform schedules, modernization roadmaps, readiness assessments, funding profiles, and implementation plans.
Assist in planning and execution of Joint, Naval, and Marine Corps logistics exercises, wargames, experimentation events, and logistics integration assessments.
Develop standard templates, plans of action and milestones (POA&Ms), executive briefing materials, meeting agendas, and after-action reports supporting Joint logistics governance.
Support Lean Six Sigma and Continuous Process Improvement (CPI) initiatives focused on logistics integration, enterprise efficiency, interoperability, and modernization.
Coordinate executive staffing, document reviews, task management, and product consolidation using Microsoft Teams, SharePoint, ETMS2, and other headquarters collaboration systems.
Maintain awareness of emerging Department of Defense, Joint, Naval, and Marine Corps logistics initiatives, technologies, operational concepts, and modernization priorities affecting Marine Corps logistics.
Collaborate with Government leadership, senior Logistics SMEs, Strategic Process SMEs, Capability Portfolio Managers, and contractor personnel to ensure integrated, technically accurate, and mission-focused logistics products and recommendations.
Perform additional Joint logistics integration, portfolio management, strategic planning, modernization, interoperability, and executive support duties as required to accomplish contract objectives.
