Job Description:

Knowledge Management, Inc. is seeking an experienced Sr. Logistics Program Manager with expertise in Marine Corps logistics to support the HQMC Ground Systems Enterprise (GSE). This individual will be intimately familiar with Marine Corps logistics systems, analyzing equipment readiness trends and issues, and leading a team of analysts in conducting DOTMLPF-C analyses related to equipment fielding and sustainment to support the U.S. Marine Corps customer. This position will focus on analyzing and interpreting complex logistics data, building effective logistics strategies to inform leadership on requirements to improve equipment readiness with secondary tasks supporting the customer administratively.

Key Responsibilities:

- Provide on-site support to the Ground Combat and Futures Section (GCF), POF, PP&O offering subject matter analysis that enables POF to execute its responsibilities as the GSE Transition Task Force (TTF) chair.

- Provide subject matter expertise for GSE TTF support, planning, and analysis at both the Unclassified and Classified levels.

- Provide operations, safety, and readiness metrics development and analysis support.

- Develop, analyze, and provide metrics and visualizations, including data collection and templates, to measure the impacts of solutions to generate the highest levels of readiness in the most cost-effective manner.

- Support the analysis, production, and review of briefings intended for leadership information and decision making on ground vehicles and combat systems' current readiness, FMF force generation, and historical, current and future readiness.

- Support analysis using the Performance to Plan process.

- Provide administrative support, including reviewing, drafting, and responding to Department of Navy (DoN) Enterprise Task Management Software Solution (ETMS2) on Secret Internet Protocol Router Network (SIPRNet) and Non-Classified Internet Protocol Router Network, (NIPRNet), Automated Message Handling System (AMHS) Messages, Information, Position and Decision Papers, PowerPoint Briefs or other documents as required at the Unclassified and Classified levels.

- Receive, assign, track and submit government-approved tasks in DoN ETMS2 on SIPR and NIPR for the branch as directed by the Operations Officer.

- Receive, assign, track, and submit government-approved AMHS Messages, Information, Position and Decision Papers, PowerPoint Briefs or other documents as required for the branch as directed by the Operations Officer.

- Coordinate emails, calendar events, and tasks due for staffing, both internal and external to the Branch as directed by the Operations Officer.

- Coordinate and obtain information internal and external to prepare spreadsheets, briefings, reports, and/or recommendations to assist in providing responses to queries as required.

- Record meeting minutes to include a list of attendees, action items, and other pertinent information discussed in GSE touchpoints such as the 3SOC, ESC, and ESG.

Minimum Qualifications:

  • Minimum of 15 years of experience with U.S. Marine Corps Logistics
  • Bachelor's degree in business, operations research, Data Analytics, Computer Science, or a similar field.
  • Has knowledge and experience in working with ground systems stakeholders within HQMC CD&I, I&L, PEO-LS, MARCORSYSCOM, and TECOM.
  • Familiarity with Fielding Plans, Disposal Plans, and Capabilities Development Documents
  • Familiarity with the Planning, Programming, Budgeting, Execution, and Assessment (PPBEA) Process
  • Familiarity with the Total Force Structure Process (TFSP)
  • Familiarity of the organization structure of the Marine Corps operating forces, the Support Establishment, Reserves, and other DoD agencies
  • Have a mastery of HQMC administrative organization, processes, and procedures
  • Proficient in SharePoint and Microsoft Suite: Word, Excel, Teams, and PowerPoint
  • Proficient in knowledge management to include 1) assessing needs and defining strategy, 2) analyze and design, 3) pilot and implement, 4) monitor and improve.
  • Proficient in official messaging applications to include ETMS2 and AMHS.

Desired Qualifications:

  • Prior military logistician with tours of duty at Headquarters, U.S. Marine Corps, Installations & Logistics (I&L) and/or Field Supply & Maintenance Analysis Office (FSMAO) teams

Security Clearance:

  • Active DoD Secret security clearance required.
