Description:
Patricio Enterprises is seeking a Systems Engineer IV to provide continuous technical engineering support to the Engineering competency's development of documentation that supports the Systems Engineering Technical Process and Systems Engineering Technical Management Process in accordance with DOD 5000-series Acquisition polices, DON systems engineering policies, and other applicable MARCORSYSCOM guidance.
Primary duties will include (but not limited to):
  • Provide continuous technical engineering support to the Engineering competency's development of documentation that supports the Systems Engineering Technical Process and Systems Engineering Technical Management Process in accordance with DOD 5000-series Acquisition polices, DON systems engineering policies, and other applicable MARCORSYSCOM guidance (e.g. Test Readiness Review (TRR), Program Verification Test (PVT), System Requirements Review (SRR), System Verification Review (SVR), MARCORSYSCOM SETR Handbook (SIAT-HDBK- 001, 6 Aug 2014);
  • Deliver all support necessary to the activity to conduct functions in accordance with guidance provided by the most current version of MARCORSYSCOM SETR Handbook, DOD and DON policies and guidelines. Support includes, but is not limited to, leveraging approved templates or other forms of authoritative acquisition guidance in the drafting of required acquisition documentation (statutory and regulatory);
  • Provide continuous technical engineering support to the program for development and facilitation of SETR event preparation, execution, and closure to the Government, to include development, review and updating required documentation for all phases of SETR events. This support shall include, but is not limited to, updating SETR projection calendar and Technical - Review event information weekly on the Government-specified websites as well as the development of Technical Review Action Plans (TRAPs);
  • Collect and upload Technical Review Data Package (TRDP) artifacts in support of SETR events to Government-specified websites and input, track, and maintain critical actions and results from SETRs by using Government-specified websites/tools;
  • Provide Systems Engineering and Test & Evaluation (T&E) knowledge, technical guidance, and data input to the program's IMS development and maintenance activities. This includes detailed tasks in support of key engineering events, documentation development, and communicate expected durations, cost drivers, and dependencies to other competency activities to support the program leads cross-functional awareness;
  • Analyze user requirements; provide inputs into the development of training systems specification documents; and provide input subject to Government approval regarding alignment of requirements and specifications with the applicable Requirements Traceability Matrices (RTM) which shall include remediation to correctly reflect system requirements and test results completed in accordance to the PM GBAD Change Management Plan;
  • Provide engineering support to the Government lead for updating the RTM input following test report completion for each test event, providing post-test data reduction updates and analysis of requirements identified in associated products;
  • Provide technical support and input to the Government lead regarding applicable Systems Engineering concepts such that Government personnel will be able to incorporate that input into applicable program activities;
  • Provide technical support to the Government lead for the development, review, analysis, update, and management of technical documentation such as Systems Requirements Document, Work Breakdown Structure (WBS) and all lower-level system requirements documentation (e.g. Interface Requirements Specification performance specification);
  • Provide technical support to the Government lead for Test and Evaluation Master Plans (TEMPs), electronic TEMPs (eTEMPs), and Annexes test strategies, detailed test plans, test procedures and test schedules. Systems Engineering and Test Coordination and TRR meetings Test Incident Reports (TIR), supporting documentation, post-test data reduction and analysis, and input to RTM following test report completion for each test event.
  • Provide technical input concerning overall systems engineering, development, and T&E activities and test programs to include providing support to review and make recommendations to the Government on systems engineering and test plans, procedures, and test reports, and attending adjudication sessions ensuring final product adequacy;
  • The contractor shall coordinate the staffing of safety documents with the MARCORSYSCOM Safety Office for the PM's Environmental, Safety, and Occupational Health (ESOH) Process;
  • Collaborate with program and support contractor staff in various competencies including engineering, test team, logistics, development, and integration;
  • Engineering Technical Review (SETR) event preparation, execution, and closure to the Government, to include development, review and updating required documentation for all phases of SETR events. This support shall include, but is not limited to, updating SETR projection calendar and Technical - Review event information weekly on the Government-specified websites as well as the development of Technical Review Action Plans (TRAPs);

  • Follow-up on tasks assigned to the team level engineers;
  • Draft initial products for APdM-E review and submission;
  • Provide initial input to tasks assigned to the APdM-E for review;
  • Monitor, maintain, and prepare input for the APdM-E in support of the PdM Risk Review, PdM Status Meetings, and other recurring meetings, Technical Review Boards, and the Configuration Control Board.

KNOWLEDGE AND SKILLS:
  • Knowledge of DoD Acquisitions and Systems Engineering policies and procedures including DoD 5000 series and service-specific guidance.
  • Must be able to work independently.
  • Must be detail oriented and organized.
  • Must be able to manage multiple projects at one time.
  • Must be able to research, analyze, and evaluate information to provide multiple courses of action.

EDUCATION / EXPERIENCE:
  • Bachelor's (or equivalent) with 8 - 10 yrs. of experience, or a Master's with 6 - 8 yrs. of experience.
  • Experience working with the Federal Government.

WORK ENVIROMENT:
This job operates in both a professional office environment and a field environment. This role routinely uses standard office equipment such as computers, phones, printers/photocopiers, filing cabinets and fax machines as well as military equipment. While normally office working environment, Test support may require extended periods outside under adverse climatic conditions.
The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. This position has both sedentary and physical active aspects.
