Job Summary


PCE Technology, Inc., part of the global Foxconn Technology Group, is seeking an experienced and results-driven **Plant Manager** to lead our manufacturing operations in Tijuana, Mexico. This key leadership role carries full P&L responsibility for the plant, overseeing all aspects of production in a high-volume manufacturing environment (typical of maquiladora operations). The successful candidate will drive operational excellence, ensure compliance with Mexican labor/environmental regulations, achieve production targets, maintain high quality standards, and foster a safe, efficient, and motivated workforce. This position requires strong bilingual capabilities (English/Mandarin Chinese) and proven experience in cross-border manufacturing.


Key Responsibilities

  • Lead and direct all plant operations, including manufacturing, maintenance, quality assurance, industrial engineering, production planning, materials management, human resources, and EHS (Environment, Health & Safety).
  • Develop and execute strategies to meet production schedules, cost targets, quality goals, and delivery commitments while optimizing plant capacity and efficiency.
  • Manage full P&L accountability for the Tijuana facility, including budgeting, cost control, continuous improvement initiatives (Lean, Six Sigma), and KPI performance tracking.
  • Oversee workforce management: hire, train, develop, and lead a large manufacturing team (direct and indirect labor), ensuring compliance with Mexican labor laws, union relations (if applicable), and fair employment practices.
  • Drive continuous improvement programs to reduce waste, improve yields, enhance productivity, and implement advanced manufacturing technologies.
  • Ensure strict adherence to safety protocols, environmental regulations, and quality standards (ISO, customer-specific requirements).
  • Collaborate closely with U.S./global headquarters, supply chain, engineering, and sales teams to support new product introductions, customer requirements, and cross-border logistics.
  • Monitor daily/weekly/monthly production reports, resolve operational issues, and escalate critical risks to senior leadership.
  • Promote a culture of accountability, teamwork, and operational excellence in a fast-paced maquiladora setting.

Required Qualifications & Experience

  • Bachelor's degree in Engineering, Business Administration, Industrial Management, or related field (Master's preferred).
  • Minimum 8–10+ years of progressive leadership experience in manufacturing operations, with at least 5 years in a **Plant Manager** or equivalent senior role in high-volume electronics, automotive, or similar maquiladora/industrial manufacturing environment in Mexico.
  • Proven track record of managing full-site operations with P&L responsibility, including multi-shift production, large teams (200+ employees), and complex supply chains.
  • Strong knowledge of Lean Manufacturing, Six Sigma, continuous improvement methodologies, and quality systems.
  • Bilingual fluency in **English and Chinese** (written and verbal) is mandatory due to cross-border communication and local team leadership.
  • Experience with Mexican regulatory compliance (labor, environmental, customs/IMSS, etc.) and maquiladora operations is highly preferred.
  • Excellent leadership, problem-solving, communication, and decision-making skills in a high-pressure environment.
  • Proficiency in Microsoft Office suite; familiarity with ERP/MRP systems.


Preferred Skills

  • Experience in metal manufacturing, mechanical product, server-related or consumer/industrial electronics manufacturing.
  • Knowledge of Industry 4.0 tools, automation, and predictive maintenance.
  • Prior work in Tijuana or Baja California maquiladora sector.
  • Demonstrated success in unionized or high-turnover labor environments.
