Duties Description The Business Systems Analyst 2 duties in Agency Transformation will include but are not limited to the following:
• Bachelor's degree in computer science, Information Technology, Information Systems, Software Engineering, or related field and three years' experience as a Business System Analysis.
• Using business analysis techniques to elicit requirements as the foundation for the solution to the organization's business needs (e.g., workshops, focus groups, interviews, observation, brainstorming, surveys/questionnaires, or JAD Sessions).
• Using business analysis techniques for the purpose of identifying solutions
aimed at improving the efficiency and effectiveness of the system, business process, or product/service to fulfill the business requirements (e.g., Data
Flow Diagram, Business Process Model, Root Cause Analysis, Fish Bone
Diagram, Context Diagram, Business Process Flows, or Fit-Gap Analysis).
• Lead quality assurance on large, complex activities throughout the Software Development Life Cycle (SDLC), and establish enterprise quality assurance standards, methodologies testing frameworks and governance.
• Mentor junior Business System Analysts and provide technical guidance.
• Develop comprehensive test strategies and master test plans.
• Create detailed test scenarios, test cases, and acceptance criteria.
• Define risk-based testing approaches.
• Estimate testing effort and resource requirements.
• Coordinate User Acceptance Testing (UAT) activities.
• Design, execute, maintain manual automated test scripts and develop reusable
automation frameworks.
• Verify data integrity across multiple applications.
• Perform regression, integration, smoke, and system testing. Experienced in conducting performance, load, stress, and scalability testing.
• Ensure software complies with business and technical specifications.
• Experience in integrating automated testing into Cl/CD pipelines.
• Improve automation coverage and reduce manual testing efforts.
• Track, document, prioritize, and manage software defects, and perform root cause analysis on recurring issues.
• Experience using SQL Server, Oracle, PostgreSQL, MySQL, or NoSQL databases.
• Experienced in developing dashboards illustrating defect density, test coverage, pass/fail rates, KPls and release readiness.
• Participate in design reviews, sprint planning sessions, and monitor testing progress and quality metrics.
• Experience with API, web, mobile, and database testing.
Minimum Qualifications MINIMUM QUALIFICATIONS:

NY HELPS:
This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).
For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.
At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.
The minimum qualifications for Non-Competitive appointment are:
Seven years of business analysis experience including: using business analysis techniques to elicit requirements as the foundation for the solution to the organizations business needs; using business analysis techniques for the purpose of identifying solutions aimed at improving the efficiency and effectiveness of the system, business process, or; describing in a comprehensive written document what the system, process, or product service must do in order to satisfy the established business requirement; this includes creating, updating, and maintaining documentation through the system development life cycle; validating requirements throughout the product or system development life cycle (SDLC) including all changes to the processes that would enable an organization to achieve its goals; or verifying requirements throughout the product/SDLC to ensure they perform to the required specifications and are capable of achieving the design capabilities; this includes developing test plans and logical designs, testing the scenarios, reviewing test results, identifying constraints and risks, or communicating with stakeholders.
Substitutions:
Associate degree may substitute for two years of specialized experience; bachelor's degree may substitute for four years of specialized experience; master's degree may substitute for five years of specialized experience; J.D. may substitute for six years of specialized experience; Ph.D. may substitute for seven years of specialized experience.
COMPETITIVE MINIMUM QUALIFICATIONS:
CIVIL SERVICE LIST APPOINTMENT: Candidates must be reachable on the appropriate Civil Service eligible list.
TRANSFER QUALIFICATIONS: One year of permanent, contingent permanent, or 55-B/C service in a title SG-21 or higher and otherwise eligible for transfer under Civil Service Law.

REASSIGNMENT QUALIFICATIONS: Current Department of State employees with one year of permanent, contingent permanent, or 55 B/C service as a Business Systems Analyst 2. If less than one year, you must be currently reachable on the Business Systems Analyst 2 eligible list for the Albany location if one exists.
52.7 NON-COMPETITIVE PROMOTION (NCP): In accordance with Section 52.7 of the Civil Service Law, if the number of qualified candidates who apply for the position is three or less, a permanent appointment can be made, at agency discretion, by non-competitive promotion of an applicant who meets the minimum qualifications. To qualify, you must be a current Department of State employee and have one year of permanent service in a Business Systems Analyst 1 or a Business Systems Analyst 2 (Health) and must not have failed the last holding of the promotion examination for the title listed above.
Note: Non-Competitive refers to not competing in an examination; the appointment will be competitive.

PREFERRED QUALIFICATIONS:
• Master's degree in information technology, Computer Science, Information Systems, Software Engineering, Business Administration, or related discipline.
• Certified Software Quality Engineer (CSQE)
• 7+ years of progressively responsible Quality Assurance experience.
• Possession of an International Institute of Business Analysis/Certification of Capability in Business Analysis (IIBA/CCBA) Certification.
• Experience supporting digital transformation, cloud migration, or enterprise modernization initiatives.
• Knowledge of accessibility testing (WCAG Section 508).
• Experience with Al-assisted software testing and intelligent t??st automation.
• SQL, Pivot Table, Smartsheet, Power Bl, Tableau, UFT
• User stories, UML diagram, ERO, and coding using Python
• JIRA. Object-Oriented Testing, LEAN Six Sigma
• SQ Lite, Oracle, and MS SQL Server

• Strong understanding of Al/Machine Learning Concepts

Positions located within the New York City metropolitan area, as well as Suffolk, Nassau, Rockland, and Westchester Counties, are also eligible to receive an additional $4,000 annual downstate adjustment. OR
