Job description

Nature of Work **Disclaimer-this position will be considered classified-exempt and "at will." The Transportation Training and Development Specialist will serve in the Human Resources Division and report to the Training Academy in Upshur County. This position performs full-performance level work in developing and presenting training courses and programs, both online and in a classroom setting. Position will be assigned in one of the following functional areas: Employee Development, Equipment or Mechanic Training

Work includes researching and developing training courses, curriculum and participant manuals, reviewing source materials, conducting training, and evaluating training impact. Consults with management on training and employee development needs and develops curriculum to meet management goals. Researches and develops unique concepts and theories and applies to training courses.

May provide input in policies, procedures, and workflow processes to improve efficiency. Travel is required for this position; therefore a valid drivers license is required. Performs other related duties as required.

Pay Grade: 14 Typical Duties and Responsibilities Applies adult learning principles and training techniques to design and conduct, competency-based trainings. Develops guidelines, instructional methods, training aids, course materials, illustrative materials, training manuals, online learning modules, technical materials, job aids, and improved applications of educational technology to support training effectiveness. Collects organization development and training data using analysis tools and methodologies to evaluate impact and effectiveness.

Serves as consultant and advisor to management on identifying training gaps and performance improvement needs. Coordinates scheduling and delivery of training(s) and facilitated sessions at site locations. Provides classroom and practical field exercises to transportation workers on the design, safety, preventative maintenance, and operation of the general/basic equipment in the Division of Highways fleet.

Procure equipment and supplies as needed for training(s). Monitors weather and pad condition to determine acceptability for daily use; and coordinates with others for pad maintenance and delivery of supplies and scheduling of employees to attend training(s). Trains/prepares employees for practical testing on certified equipment.

Evaluates and monitors the performance of District level trainers within assigned region to ensure the consistence of training on a statewide level. (May work statewide when needed) Research and apply evolving trends, development, and applications in equipment training - including e-learning - to ensure that the unit offers the most effective and efficient equipment training(s). Skills and Knowledge Knowledge of adult training principles, practices, and techniques, including methodology of assessing training needs, alternative training methods, and the assessment of results.

Ability to conduct needs assessments in the evaluation of training and organizational development needs to develop curriculum. Ability to develop curriculum outlines and instructions materials including job aids, handouts and technical instructions. Ability to conduct classroom training and/or to conduct online training(s).

Ability to use technology and other types of equipment to present training(s). Ability to communicate effectively in a training setting; to effectively use small group facilitation tools, engaging interactive. Ability to establish and maintain effective working relationships with others.

Ability to resolve and/or manage normal training problems. Ability to present complex information to a variety of audiences. Ability to use eLearning products (e.g

digital media, virtual instructor-led training). Minimum Requirements REQUIRED TRAINING/EDUCATION: Bachelor's degree from a regionally accredited college or university. Substitution: Experience, as described below, may be substituted for the required training/education through an established formula.

REQUIRED EXPERIENCE: Two (2) years of full-time or equivalent part-time paid employment in the operation of highway equipment. Special Requirements: A valid Class A or B Commercial Driver's License is required.
