Kaiva Tech, LLC is seeking a Budget Systems & Automation Analyst in North Bethesda, MD

Workplace: Hybrid. 2 weeks out of the month require 2 in-office workdays, and the remaining 2 weeks of the month require 3 in-office workdays

Position Overview

The Budget Systems & Automation Analyst serves as a technical and analytical specialist within the Division of Budget Execution and Control (DBEC). The incumbent supports budget execution operations by developing automated solutions, enhancing financial systems workflows, maintaining reporting tools, and administering collaboration platforms. This role blends federal financial management knowledge with modern automation technologies to strengthen operational efficiency, data accuracy, and reporting capabilities across the Office of Budget.

Major Duties and Responsibilities

A. Power Platform Development & Support

  • Design, build, and maintain Canvas PowerApps supporting budget execution workflows, data collection, and operational processes.
  • Implement modern controls, galleries, containers, and PowerFx logic for scalable, user-friendly applications.
  • Develop and manage Power Automate workflows to streamline approvals, notifications, data movement, and cross-system integration.
  • Troubleshoot Power Platform issues and enhance existing solutions based on evolving mission needs.

B. Data Analytics & Reporting

  • Build and maintain Power BI dashboards, paginated reports, and data models for budget execution monitoring and leadership reporting.
  • Write and optimize DAX and M code for complex calculations and transformations.
  • Implement Row-Level Security (RLS) and manage subscriptions to ensure secure report distribution.
  • Perform advanced Excel analytics, including pivot tables, modeling, and visualization.

C. SharePoint & Collaboration Tools

  • Administer SharePoint sites supporting DBEC operations, ensuring proper structure, permissions, and content governance.
  • Create and update Lists, Libraries, Site Pages, Calendars, and Microsoft Forms.
  • Ensure SharePoint permissions are configured to maintain data integrity and access control.

D. Technical Documentation & Systems Integration

  • Review and interpret Process Design Documents (PDDs), Technical Design Documents (TDDs), and User Guides.
  • Support integration between budget execution tools, SharePoint, Power Platform, and enterprise financial systems.
  • Provide subject matter expertise on financial automation and digital modernization initiatives.
  • RPA experience is a plus and may support robotic process automation design or testing.

E. Budget Execution & Federal Financial Systems Support

  • Collaborate with DBEC analysts to understand operational needs and translate them into technical requirements.
  • Support data validation, reconciliation, and quality assurance activities related to budget execution systems.
  • Apply knowledge of federal financial systems such as:

o UFMS (Unified Financial Management System)

o SMART

o FACTS II

o OMB MAX

o HHS Financial Systems

  • Support workflows that interface with federal budget execution processes, apportionments, allotments, commitments, obligations, and financial reporting.

Required Skills & Competencies

  • Hands-on experience with PowerApps, Power Automate, Power BI, and SharePoint.
  • Understanding of federal financial workflows, budget execution processes, and government financial systems.
  • Ability to interpret and apply technical documentation.
  • Proficiency in Excel modeling and analytics.
  • Strong problem-solving skills and ability to troubleshoot technical issues.
  • Excellent communication skills and ability to collaborate with technical and non-technical stakeholders.
  • Ability to manage multiple priorities in a fast-paced environment.

Preferred Qualifications

  • Prior FDA experience or experience supporting financial operations within HHS components (preferred but not required).
  • Experience with federal financial systems such as UFMS, SMART, or other agency-specific execution tools.
  • Experience with RPA tools (UiPath, Power Automate Desktop, etc.).
  • Experience with SQL, APIs, or enterprise data integration.

Specific Qualifications and Requirements

PowerApps

  • Direct hands-on experience creating and building Canvas PowerApps.
  • Must know and understand modern controls, galleries, containers, and PowerFx.
  • Must be able to troubleshoot issues.

Power Automate

  • Direct hands-on experience creating and building Power Automate workflows.
  • Must know and understand expressions and connectors/actions.
  • HTML/CSS experience is a plus.
  • Must be able to troubleshoot issues.

Power BI

  • Direct hands-on experience creating and building Power BI dashboards.
  • Must be familiar with DAX, M Code, paginated reports, subscriptions, data modeling, and Row-Level Security (RLS).

Excel

  • Data analytics skills including Pivot Tables, building robust and complex formulas, creating charts, and other visuals.

SharePoint

  • Direct hands-on experience managing SharePoint sites.
  • Experience creating and updating Lists, Libraries, Site Pages, Calendars, and Microsoft Forms.
  • Must understand SharePoint permissions.

Additional Requirements

  • Must possess the ability to interpret technical documents, including Process Design Documents (PDDs), Technical Design Documents (TDDs), and Technical User Guides.
  • RPA experience is a bonus.

Supervisory Controls

The incumbent works under the general supervision of the Director, Division of Budget Execution and Control, who provides overall objectives and priorities. The analyst exercises independent judgment in planning, designing, and implementing technical solutions.

Work is primarily performed in an office or telework environment. Occasional meetings, briefings, or training sessions may be required.
