Overview
LMI is seeking a Program Specialist to support NASA Glenn Research Center's Space Technology Research Grants (STRG) Program. This role sits within the Office of Technology Integration and Partnerships (CODE T) and provides high-level program integration, operational process management, and grants administration support to the STRG Level 2 Program Office.

Responsibilities
  • Lead the development and implementation of processes and procedures for the Visiting Experience Technologies (VTE) initiative, ensuring NSTGRO fellows are effectively aligned with NASA centers, agencies, and research organizations that best support their academic and research objectives.
  • Collaborate across all ten NASA Centers to establish and streamline security protocols, onboarding procedures, and operational processes, ensuring fellows receive NASA credentials, access permissions, equipment, and institutional support required to participate in VTE activities.
  • Provide strategic oversight in evaluating and enhancing STRG program effectiveness by identifying key performance indicators, measuring program outcomes, and driving continuous improvement initiatives.
  • Assess and report on long-term outcomes including fellow career transition pathways, workforce development impact, and post-graduation employment opportunities within NASA and related industries.
  • Partner with the NASA Shared Services Center (NSSC) to strengthen grants management policies, compliance procedures, and award closeout processes across all Space Technology Graduate (STG) programs.
  • Ensure fiscal accountability through effective tracking of grant status, timely closeout activities, and proper deobligation and return of unused federal funds to NASA.
  • Lead the development and implementation of standardized processes to ensure all required progress reports are submitted in accordance with established schedules and fully comply with STRG program requirements.
  • Coordinate closely with Program Managers and key stakeholders to assess reporting risks, evaluate exceptional circumstances, and determine when deadline extensions or late submission waivers may be appropriately granted.
  • Facilitate coordinated engagement between university-affiliated research teams and research collaborators across all ten NASA Centers, as well as non-profit research and development institutions.
  • Produce and deliver monthly and quarterly program reports including VTE status, fellow career pathway tracking, grant closeout activity summaries, and progress report compliance tracking in .docx or .pptx format.

Qualifications
  • Bachelor's degree with a minimum of 5 years of experience in program management, grants administration, or federal program operations.
  • Demonstrated experience supporting federal grants management programs, ideally within a NASA, STMD, or federal research environment.
  • Proven ability to develop, implement, and continuously improve operational processes and program procedures.
  • Experience coordinating across multiple stakeholder groups including government agencies, universities, and research institutions.
  • Strong analytical skills with the ability to define and track key performance indicators for complex research programs.
  • Excellent written and verbal communication skills, including experience producing executive-level briefings and program reports.
  • Familiarity with federal grants compliance requirements, closeout procedures, and fiscal accountability standards.

Preferred Qualifications:
  • Prior experience working with the NASA Shared Services Center (NSSC) or NASA Headquarters Grants Management Office (HGMO).
  • Knowledge of the NSTGRO or similar NASA fellowship and research grant programs.
  • Experience coordinating multi-center initiatives across a large federal agency.
  • Familiarity with workforce development tracking and career transition outcome analysis for research fellows.

Target salary range: $120,000-$140,000
