Overview

GDC IT Solutions is currently seeking a Technical Architecture Specialist to work remotely with the Pennsylvania Department of Environment Protection in Harrisburg, Pennsylvania. This position requires candidates to be located within commuting distance of Harrisburg and offers the opportunity to develop enterprise reporting solutions, modern .NET applications, and database objects supporting critical Commonwealth business operations.

As a Technical Architecture Specialist you will be responsible for designing, developing, and maintaining enterprise reporting solutions, .NET Core MVC applications, and complex database objects across SQL Server and Oracle environments. You will work closely with business users to gather requirements, develop scalable reporting and application solutions, optimize database performance, and support modern DevOps practices using Azure DevOps, Git, and CI/CD pipelines while following Agile methodologies and Commonwealth development standards.


Responsibilities
  • Develop, enhance, and maintain SSRS reports and database objects against complex SQL Server and Oracle enterprise databases.
  • Design, develop, and maintain .NET Core MVC applications using C#, dependency injection, JavaScript, and jQuery.
  • Create, configure, and maintain CI/CD pipelines to automate application and report build and deployment processes.
  • Develop and maintain Power BI deployment pipelines and publish reports to Power BI Service workspaces across multiple environments.
  • Design relational and multidimensional database solutions to support enterprise reporting requirements.
  • Optimize SSRS reports, SQL queries, and database objects to ensure high performance and scalability.
  • Develop, test, and maintain SQL Server and Oracle database objects, including T-SQL and PL/SQL code.
  • Perform thorough unit testing of reports, applications, and database objects prior to user acceptance testing.
  • Collaborate with business stakeholders to gather, document, and validate functional and reporting requirements.
  • Assist with the design, configuration, and security of reporting databases and report servers.
  • Utilize Azure DevOps for work item management, sprint planning, project status reporting, and effort estimation.
  • Manage source code using Git version control.
  • Research new software releases and assist with system upgrades, documentation, and knowledge sharing.
  • Mentor team members on development standards, best practices, and established IT processes.
  • Document technical designs, development activities, and implementation details for future maintenance.
  • Independently execute assigned development tasks while adhering to Commonwealth and Office of Administration standards.
  • Demonstrate strong analytical, troubleshooting, and customer service skills throughout the software development lifecycle.

Minimum Qualifications
  • 3–5 years of professional experience developing enterprise applications and reporting solutions.
  • Extensive experience developing Microsoft SQL Server Reporting Services (SSRS) reports.
  • Extensive experience with .NET Core, ASP.NET Core MVC, C#, dependency injection, JavaScript, and jQuery.
  • Strong experience with SQL Server databases, T-SQL, and SQL Server Management Studio.
  • Strong experience with Oracle databases, PL/SQL, and Oracle SQL Developer.
  • Experience designing relational and multidimensional database models.
  • Experience performing ETL development using SQL Server Integration Services (SSIS).
  • Experience working with large, complex datasets from multiple data sources.
  • Experience implementing and maintaining CI/CD pipelines.
  • Experience using Azure DevOps for Agile development, work item tracking, and project management.
  • Experience using Git for source code management.
  • Ability to optimize report, query, and database performance.
  • Excellent analytical, problem-solving, verbal, and written communication skills.
  • Bachelor's degree in Computer Science, Information Technology, or a related field, or equivalent combination of education and technical experience.
