Summary
The Manager, Force Account Planning & Analysis is responsible for coordinating, evaluating, and optimizing MTA force account resources in support of the MTA Capital Program. The role leverages advanced analytical skills and system expertise to generate insights, improve processes, and translate operational needs into technical requirements for key internal applications. The Manager leads staff, supports cross-functional initiatives, and drives continuous improvement efforts that enhance operational performance, data quality, and decision-making. This position requires a proactive, collaborative leader who excels in fast-paced environments and consistently strengthens force-account-related operations.
Responsibilities
The Manager, Force Account Planning & Analysis, supports the Senior Director in being responsible for the following strategic and operational business functions:
Monitor force account performance against budget and schedule baselines, identifying variances and supporting corrective actions to maintain delivery targets.
Develop and present performance reports and dashboards on key metrics (e.g., budget adherence, resource fulfillment, service impact) for executive leadership and stakeholders.
Support process improvement initiatives across operational workstreams, contributing to enhanced efficiency, track access utilization, and construction productivity.
Apply analytical tools (e.g., Excel, Power BI) to synthesize data from multiple systems and generate insights to support decision-making.
Partner with TAMS, WTMS, and TLCS teams to translate business needs into technical requirements, supporting system enhancements and modernization efforts.
Supervise and coordinate the work of team members, including employees and consultants, ensuring timely and high-quality deliverables.
Support high-priority and ad hoc analyses, providing insights and recommendations to senior leadership.
Maintain data governance and quality standards across datasets, reporting tools, and dashboards.
Collaborate with cross-functional teams to address operational and system-related challenges.
Education and Experience
Bachelor's degree in Transportation, Urban Planning, Business, Public Policy, Construction Management, Finance/Economics, or a related field
Master's degree in Transportation, Urban Planning, Business, Public Policy, Construction Management, Finance/Economics, or a related field preferred
Must have a minimum of seven (7) years of experience in Transportation, Construction, Infrastructure, Finance, Planning, or a related field
Must have a minimum of two (2) years of managerial experience
Familiarity with the MTA's operating agencies and their construction support resources
Knowledge of construction resource management and experience with resource planning and prioritization
Knowledge of transit force account practices, procedures, systems, and applications
Knowledge of MTA force account systems and applications, including TA Labor Construction System (TLCS), Track Access Management System (TAMS), and Work Train Management System (WTMS) preferred.

SQL and relational-database experience (PostgreSQL, Oracle, SQL Server) preferred
Proficiency with data-visualization/BI tools, such as Power BI or Tableau, preferred
Strong programming skills for analytics (Python, R, or Java) a plus
