Project Controls Manager
Amentum is seeking an experienced and detail-oriented Project Controls Manager to lead efforts in delivering standardized project controls across a diverse portfolio of projects. The Project Controls Manager (PCM) will be responsible for overseeing the planning, scheduling, budgeting, and risk management aspects of multiple concurrent projects, ensuring they are executed in alignment with contract requirements and organizational objectives. Collaborating closely with cross-functional teams, project managers, and stakeholders, the PCM will act as a critical leader in supporting project execution, reporting, and overall delivery excellence for both domestic (CONUS) and international (OCONUS) initiatives.
This key role requires a strategic and analytical mindset, proven expertise in project controls, and a deep understanding of secure environments with extensive experience in ICD-705 standards. The PCM will focus on ensuring accurate planning, estimating, proactive risk mitigation, and effective communication across stakeholders at all levels.
Duties and Responsibilities:
  • Program Controls Oversight Across Multiple Projects:
    • Provide oversight and hands-on leadership for project planning, scheduling, budget development, cost control, and change management across various engineering and construction projects.
    • Monitor the progress of multiple projects and ensure performance aligns with cost, schedule, and quality objectives.
    • Ensure adherence to ICD-705 standards and other applicable security and project compliance requirements for secure project settings.
  • Budgeting, Cost Controls, and Resource Management:
    • Design and implement effective cost controls, financial tracking methods, and operational policies to manage allocated budgets, mitigate risks, and deliver on schedule.
    • Oversee budget monitoring, committed costs, actuals, and forecasts, preparing accurate financial projections for programs/projects.
    • Leverage financial analysis tools to identify and mitigate risks while optimizing resource allocation and cost savings opportunities.
  • Schedule and Baseline Development & Tracking:
    • Develop, document, and maintain integrated project baselines for scope, schedule, and budget, collaborating with cross-functional project teams.
    • Regularly assess schedule performance, identify potential risks or delays, and create corrective action plans to ensure milestones and commitments are met.
  • Stakeholder Communication and Reporting:
    • Act as the primary point of contact between technical teams, project managers, contractors, and program stakeholders.
    • Deliver high-quality reports, dashboards, and executive summaries on project performance, including metrics, variances, risk assessments, and detailed trend analyses.
    • Ensure project teams and stakeholders are kept informed of potential issues, mitigating actions, and key project updates.
  • Leadership and Team Management:
    • Provide leadership and direction to the project controls team, including hiring, training, workload assignments, coaching, and performance management.
    • Mentor and support teams to deliver operational excellence in a dynamic and fast-paced project environment.
    • Partner with Business Development teams to establish project controls requirements for new business pursuits, including early planning, schedules, and cost estimates.
  • Estimating and Change Order Management:
    • Oversee accurate and consistent estimating of project budgets, including initial cost estimates and updates throughout the project lifecycle.
    • Supervise change control processes, ensuring that trends, scope variations, and change requests are captured, assessed for impact, and processed under governance standards.
    • Manage and evaluate project adjustments to ensure their alignment with established baselines and success metrics.
    • Manage and evaluate project change orders to assess impacts to budgets and schedules, ensuring timely processing in line with established governance protocols.

Role Scope and Expectations:
The Project Controls Manager will support ongoing project oversight across a portfolio of projects requiring a high level of security and operational excellence.
  • The PCM will work with dispersed teams on complex, multi-stakeholder projects, requiring adaptability to project timelines, resources, and operational dynamics.
  • This role involves working in fast-paced and mission-critical environments both domestically and internationally, and it may require travel to project locations, including OCONUS sites.

Minimum Requirements (Education, Knowledge, Skills, and Abilities):
  • Active Clearance: A current Secret security clearance is mandatory (TS or TS/SCI eligibility is preferred).
  • Education and Experience:
    • Bachelor's degree in engineering, construction management, architecture, accounting, finance, business administration, or related fields.
    • 10+ years of professional experience managing project controls of projects or programs in secure or classified environments.
    • 5+ years of experience in leadership or team management roles, overseeing project controls teams and resources.
    • Extensive experience supporting Project Management Office (PMO) operations and delivering practical project controls for complex programs.
  • Technical Skills and Tools:
    • Expertise in project management software (e.g., Primavera, MS Project), MS Office, and financial analysis tools.
    • Strong ability to conduct financial analysis and forecasting, build project schedules, and manage cost models.
    • Proven track record of successfully implementing project controls, including risk planning, scope management, and cost-sheet reconciliation.
    • Familiarity with security standards, contracts, and compliance for federal government projects.
    • In-depth knowledge of construction and engineering project workflows, including planning, estimating, execution, and delivery phases.

Preferred Qualifications:
  • Master's degree in engineering, construction management, business administration, or a related area.
  • Advanced certifications, such as Project Management Professional (PMP) or certification in cost control (e.g., CCP or AACE).
  • Extensive experience with secure U.S. Government or defense-oriented programs, including familiarity with DOD and IC standards for project security and construction.
  • Proven success overseeing projects in overseas (OCONUS) locations and remote or austere settings.
