Job description

The Director of Engineering will provide company-wide technical leadership, oversight, and mentorship across Blacklineโ€™s engineering teams. This role will be responsible for supporting project execution, strengthening quality control processes, developing engineering staff, and helping ensure consistency, accountability, and technical excellence as the company continues to grow.

The Director of Engineering will work closely with company leadership, team leads, project managers, engineers, designers, and technical staff to support successful project delivery, improve internal processes, and maintain strong client relationships.

Key Responsibilities
  • Provide technical leadership and oversight across engineering teams, including land development, municipal utility districts, public infrastructure, site development, and related civil engineering services
  • Support project managers and team leads in the successful execution of engineering projects from planning and design through permitting, bidding, construction, and closeout
  • Review and support technical design decisions related to water, wastewater, drainage, paving, detention, utilities, and public infrastructure improvements
  • Establish, maintain, and improve quality assurance and quality control procedures across engineering projects
  • Mentor and develop engineers, EITs, project managers, CAD designers, and technical staff
  • Support staffing plans, workload management, project assignments, and resource allocation across teams
  • Assist in developing and maintaining company standards, design procedures, checklists, templates, and technical workflows
  • Provide senior-level review of reports, plans, specifications, technical memorandums, studies, and agency submittals
  • Coordinate with local agencies, municipalities, counties, TCEQ, utility providers, consultants, and other stakeholders as needed to support project approvals
  • Support team leads and project managers in developing scopes, schedules, budgets, and project delivery plans
  • Help identify and resolve project challenges related to technical design, agency coordination, staffing, schedules, budgets, and constructability
  • Support business development efforts, client relationships, proposal preparation, and strategic growth initiatives
  • Promote consistency, accountability, and collaboration across engineering teams
  • Assist leadership with long-term planning, organizational structure, staff development, and scalable engineering operations
  • Ensure engineering work complies with applicable agency standards, regulatory requirements, company procedures, and professional standards of practice
Qualifications
  • Bachelor of Science in Civil Engineering
  • Licensed Professional Engineer in Texas
  • Preferably 15+ years of civil engineering experience with a strong background in land development, municipal infrastructure, utility districts, public works, or related civil engineering services
  • Prior experience managing engineering teams, project managers, and technical staff
  • Strong technical knowledge of civil engineering design, public infrastructure, agency requirements, permitting, and construction processes
  • Experience with water, wastewater, drainage, paving, detention, utilities, and site development projects
  • Strong understanding of local agency requirements, including counties, municipalities, TCEQ, utility districts, and regional approval processes
  • Demonstrated ability to mentor staff, improve processes, and support consistent project delivery
  • Strong leadership, communication, client management, and organizational skills
  • Ability to balance technical oversight, staff development, project execution, and company-wide strategic priorities
  • Strong attention to detail with a commitment to quality, accountability, and practical problem solving
