Summary
Fairbanks Morse is looking for a Manager, Program Management to join our team.
The Manager, Program Management, is a senior member of the Program Management Office (PMO) responsible for leading program managers and overseeing multiple programs in support of shipyard and defense customers. This role focuses on program leadership, governance, and team management to ensure consistent execution across development/modification, integration, installation, and upgrading projects.
The Manager, Program Management will lead the program management function, serve as a key customer contact for program execution and risk discussions, and support the Director of Program Management in capturing and executing existing programs and follow-on contracts..
Principle Duties and Responsibilities
Program Management Leadership
  • Lead the Program Management team, including program managers and project leads, to ensure consistent application of PM processes, tools, and best practices.
  • Set expectations for performance, communication, and collaboration within the PMO.
  • Provide coaching, feedback, and development support to program managers.
  • Align program priorities and resources with business and shipyard needs in coordination with the Director of Program Management.

Program Governance & Performance
  • Oversee program reviews of cost, schedule, and technical performance metrics across the portfolio.
  • Ensure on-time delivery of all program deliverables.
  • Manage and refine PM processes for risk management, opportunity management, baseline management, manpower planning, and budget development.
  • Drive consistent use of master planning and baseline management practices across programs.

Customer & Stakeholder Engagement
  • Act as one of the customers' primary contacts for program execution, business management, and risk discussions, while ensuring program managers maintain strong day-to-day relationships.
  • Present consolidated material for Program Management Reviews, Executive Program Reviews, and Line of Business Reviews.
  • Collaborate effectively in a functionally aligned organization (Engineering, Operations, Supply Chain, Finance, etc.).

Business & Proposal Support
  • Lead or support the development, coordination, and pacing of proposals, including:
    • Statements of work (SOW)
        • Understanding customer specifications
        • Establishing operating budgets
        • Setting financial terms and conditions of contracts
      • Support the development of new business and strategic plans to keep sold and grow business.
      • Shape and maintain an organizational culture that supports business results while maintaining diligent attention to detail.

      Program Execution Oversight
      • Manage/lead all phases of program execution activities at a portfolio level, including:
        • Monitoring daily execution across key programs (through program managers).
        • Assessing risks and identifying opportunities.
        • Understanding emerging issues and supporting implementation of solutions.
        • Ensuring program objectives are met and schedules are maintained.

      Other
      • Execute other projects and assignments as assigned by the Director of Program Management.
      • Development and oversight of KPI's
      • Perform other duties within the scope of the position as required.

      Qualifications and Educational Requirements
      Education
      • Bachelor's Degree or higher in Engineering, Business, or a related field required.
      • Master's Degree (e.g., MBA, MS in Engineering or Program Management) preferred.

      Experience
      • Program or Engineering Project Management experience, including:
        • Briefing senior leaders (internal and external customers).
        • Leading cross-functional teams.
        • Experience in business management, risk management, strategic planning, master planning, baseline management, manpower planning.
        • Experience managing program budgets, forecasts, margins, cost to complete, revenue recognition and financial risk.
      • 5+ years' experience leading program managers/project managers or cross functional teams.
      • Demonstrated experience shaping, developing, delivering, and/or negotiating change proposals.
      • Team-building and relationship-building experience with customers and employees at all levels.
      • Formal Program Management experience (typically 8-10years) leading increasingly complex projects and programs.
      • Navy shipbuilding or equivalent defense/shipyard program experience preferred.
      • Experience managing multiple contract types (FFP, FPIF, CPIF) preferred.
      • Experience with large-scale development programs and Control Account Management (CAM) a plus.
      • Experience with Earned Value Management System is a plus.

      • Some travel is required (approximately 25%).
