Job Description
This position is contingent on project award.
IHMS USA, Inc. is seeking an experienced Behavioral Health Program Manager responsible for overseeing the planning, implementation, and evaluation of the Behavioral Health program within the facility. The Program Manager ensures that behavioral health services are delivered in accordance with contractual requirements, clinical standards, and regulatory expectations while supporting improved patient care and operational effectiveness.
The Behavioral Health Program Manager provides leadership and direction for behavioral health clinical and administrative operations, ensuring services meet established healthcare standards, accreditation requirements, and applicable federal, state, and local regulations. This role collaborates with clinical leadership and operational stakeholders to ensure behavioral health services are organized, coordinated, and delivered effectively to meet the needs of the patient population.
Key Responsibilities:
  • Design and implement behavioral health programs that address the needs of patients requiring mental health services and support facility operational objectives.
  • Oversee multiple behavioral health program initiatives and ensure they are completed within established timelines, budgets, and operational standards.
  • Develop and manage behavioral health program budgets and ensure appropriate allocation of resources.
  • Monitor behavioral health operations to ensure services delivered are consistent with contract requirements and applicable healthcare standards.
  • Collaborate with clinical staff, administrators, and external stakeholders to support program implementation and operational alignment.
  • Track and evaluate behavioral health program performance using established metrics and implement improvements based on analysis and feedback.
  • Ensure behavioral health services comply with applicable healthcare laws, regulations, accreditation standards, and contractual obligations.
  • Identify and mitigate operational and clinical risks associated with behavioral health program implementation.
  • Prepare and present reports on behavioral health program performance, outcomes, and operational status to leadership and stakeholders.
  • Provide leadership and direction to behavioral health program staff and supporting managers to support mission accomplishment and compliance with required standards.
  • Collaborate with the Clinical Director and Nurse Manager as part of the leadership structure to support consistent delivery of high-quality patient care.
  • Maintain collaborative working relationships with client representatives and external agencies as applicable.
  • Address operational issues through the appropriate supervisory chain of command.
  • Provide oversight for behavioral health administrative operations including staffing coordination, training, records management, clinical services, quality assurance, safety, and public health requirements.
  • Develop and implement policies and procedures that support behavioral health clinical operations and program requirements.
  • Monitor compliance with behavioral health program requirements, policies, regulations, and accreditation standards through internal assessments and operational monitoring.
  • Ensure required behavioral health documentation, reporting, and mission-related data are completed according to established timelines and program requirements.
  • Monitor incidents, sentinel events, and potential litigation situations and implement corrective actions when required.
  • Ensure required behavioral health meetings are conducted and documented according to policy and accreditation requirements.
  • Maintain fiscal responsibility through appropriate management of program budgets.
  • Ensure government-furnished property, medical equipment, and administrative supplies are properly maintained and accounted for.
  • Perform clinical duties and administrative duties in accordance with program requirements, maintaining an approximate allocation of 60 percent clinical responsibilities and 40 percent administrative responsibilities.
  • Authorized to add, remove, or reduce suicide watch precautions for patients in accordance with clinical authority and program requirements.
  • Completes required organizational compliance education, including assigned requirements that are client-specified, for Joint Commission Healthcare Staffing Services certification or other regulatory bodies.

Qualifications
Basic Requirements/Certifications:
  • Current, full, active, and unrestricted license in Texas or the ability to obtain one.
  • Minimum 7 years of post-independent licensure clinical experience and 6 years administrative supervisory experience; experience managing behavioral health treatment programs.
  • Knowledge of issues confronting the health care delivery system, including specific problems and concerns of special population groups.
  • Experience in correctional or similar institutional healthcare environments preferred.
  • Experience with working with individuals with serious mental illness.
  • High degree of independence, initiative, and follow-through on a wide range of sensitive, complex, and program issues.
  • Proven ability to respond 24/7 to staff for consultation.
  • Basic Life Support (BLS) certified.

Education Required:
  • Master's Degree in a relevant healthcare field of study or (Licensed Psychologist (Ph.D. or PsyD) or Licensed Clinical Social Worker (i.e., LCSW/LICSW) only).

Physical Requirements:
  • This position is considered hazardous duty.
  • Required to walk unaided at a normal pace for up to 5 minutes and maintain balance.
  • Required to jog/fast walk up to ¼ mile.
  • Requires physical exertion such as lifting objects greater than 30 pounds.
  • Required to perform CPR/emergency care standing or kneeling.
  • Must have the ability to assist sick, injured, or aging patients or staff exiting the building (may require lifting, dragging, wheeling, or carrying someone who weighs significantly more than self).
  • Must be able to see, hear and smell with aids if necessary.
  • Must be able to lift, push, or carry 30 pounds.
  • Must perform the duties of my job in a stressful and often austere environment without physical limitations.
  • Sitting and/or standing for extended periods of time.
  • Average manual dexterity for computer operation.
  • Phone or computer use for extended periods of time.

Other Special Qualifications:
  • Minimum of 21 years of age.
  • Must maintain current/physical residency in the continental U.S.
  • Pass a medical examination conducted by a licensed physician within 30 days prior to initial assignment.
  • Be a U.S. citizen or a person lawfully admitted into the U.S. for permanent residence.
  • Have resided in the U.S. for the last five years (unless abroad on official U.S. government duty).
  • Successfully engage in and complete a thorough Background Investigation.
  • Poses or have ability to obtain required security clearances.
  • Proficiency in Spanish is preferred.
