***Offer Contingent Upon Contract Award***Position SummaryCrowned Grace International (CGINTL) seeks a Program Manager with federal agency change management experience. This position provides change leadership and strategic direction for the organization's acquisition workforce modernization-setting the Change Management Strategy, driving stakeholder alignment, and translating policy and process changes into sustained behavioral adoption across program offices. This is a leadership role with real authority for day-to-day contract administration on CGINTL's behalf.  Key ResponsibilitiesDevelop, own, and maintain the Change Management Program Plan, stakeholder engagement strategy, communication schedule, and performance monitoring framework.Serve as the primary point of contact for the Contracting Officer's Representative (COR) regarding all task order coordination; personally attend every biweekly check-in meeting.Lead stakeholder impact analysis, resistance mitigation planning, and reinforcement strategies involving CORs, project/program managers (P/PMs), technical leads, and other stakeholders identified by the organization.Deliver the Change Management Program Plan and Staffing Plan within three business days of the award; submit the Quality Control Plan within ten calendar days.Facilitate executive-level briefings, workshops, and working groups to raise awareness and promote the adoption of modernization initiatives.-Minimum QualificationsBA/BS in business, organizational development, public administration, or related fieldMust be a U.S. Citizen.Minimum of 8 years' acquisition experience required.Change management certification - Prosci, ACMP CCMP, or equivalent, or PMP, or a comparable federal acquisition project/program management credential from FAI or DAWIA. Five (5) or more years leading or supporting structured organizational change, modernization, or workforce transformation within federal agencies or complex organizations. Demonstrated experience conducting stakeholder impact assessments, developing change strategies, and facilitating adoption of new processes or operating models. Experience leading cross-functional engagement and facilitating workshops, briefings, and executive-level discussions. Documented experience providing strategic advisory, organizational transition support, or change management services. Proficiency with Microsoft Office, Teams, MS Project or equivalent, and Smartsheet or equivalent. Ability to obtain and maintain the personnel security level the Government determines, including a high-risk background investigation if required. Preferred QualificationsMBABoth a change management certification and PMP.Direct experience with FAC-COR or FAC-P/PM certification programs or federal acquisition workforce development.Prior HHS or ACF experience; familiarity with OMAS ordering practices.Experience standing up a change program under a firm-fixed-price construct with deliverables due within days of award.Leading at CGINTL - Values in Action  Accountability.
