Job description

TBS is seeking an experienced Program Manager to lead a multidisciplinary team supporting the Operational Secure Tracking and Reporting (OpSTAR) Support Services Contract for U.S. Customs and Border Protection (CBP), Air and Marine Operations (AMO).

The Program Manager will oversee the execution of training, software development, curriculum development, multimedia production, and operational support services. The role requires strong leadership, program management expertise, and the ability to coordinate technical and training teams in support of mission-critical operations.

Key Responsibilities
  • Serve as the primary point of contact with the Government Contracting Officer (CO), Contracting Officer Representative (COR), and program stakeholders.
  • Provide overall leadership and management for all contract activities including technical, administrative, and financial performance.
  • develop and manage program plans, project schedules, staffing plans, and risk mitigation strategies.
  • Oversee multiple functional teams including:
    • Software development and IT support
    • Instructional design and curriculum development
    • Training instructors and scheduling staff
    • Multimedia and audio/visual support teams
  • Ensure contract deliverables are completed on time, within scope, and within budget.
  • Manage program performance metrics and submit required reports including:
    • Weekly activity reports
    • Monthly status reports
    • Project plans and financial estimates
    • Quality assurance and risk management documentation
  • Facilitate regular meetings with Government stakeholders to provide status updates and address program issues.
  • Monitor contract compliance with Federal regulations, cybersecurity standards, and accessibility requirements (e.g., Section 508 compliance).
  • Ensure effective collaboration between contractor personnel and Government subject matter experts.

Required Qualifications

  • Minimum 3 years of experience in program or project management, preferably supporting federal government contracts.
  • Experience managing multidisciplinary teams in technical, IT, or training environments.
  • Demonstrated experience managing project schedules, resources, and deliverables.
  • Strong written and verbal communication skills.
  • Proficiency with project management tools such as Microsoft Project, JIRA, or similar platforms.
  • Ability to obtain and maintain DHS suitability or security clearance.

Preferred Qualifications
