Job Description:

 

L3Harris Technologies is seeking a highly motivated and innovative Manager of Program Management to lead a portfolio of telemetry systems production and sustainment programs. In this leadership role, the selected candidate will be responsible for overall program execution and accountable for customer satisfaction, financial performance, and achievement of cost, schedule, and technical objectives.  This position requires direct interaction with customers, suppliers, and internal stakeholders. The role also includes leading and influencing employees to deliver strong results while upholding L3Harris values. This is an on-site position located in Bristol, PA, reporting directly to the Director/Site Lead.

 

Essential Functions:

  • Manage a portfolio of telemetry systems production and sustainment programs.
  • Develop and execute project plans, schedules, and budgets.
  • Lead programs through all phases while maintaining accountability for cost, schedule, and technical performance.
  • Coordinate with cross-functional teams, including Engineering, Manufacturing, Procurement, and Quality, to ensure successful program execution.
  • Identify, assess, and manage program risks and issues to support on-time delivery and overall program success.
  • Monitor program performance and provide status reporting to internal and external stakeholders.
  • Participate in the preparation of proposals, business plans, work statements, specifications, operating budgets, and contract financial terms and conditions.
  • Manage a team of Program Managers, including providing programmatic leadership, technical guidance, coaching, mentoring, and succession planning.
  • Ensure required resources, including engineering, labor, production, and facilities, are planned and available to support program needs.
  • Direct the work of employees assigned to programs across technical, manufacturing, and administrative functions.
  • Maintain strong customer relationships through consistent communication and overall management of customer expectations and satisfaction.

Qualifications:

  • Bachelor's Degree and a minimum of 9 years of prior relevant experience; or, Graduate Degree and a minimum of 7 years of prior related experience; Or, in lieu of a degree, minimum of 13 years of prior related experience 
  • Minimum of 5 years of experience managing programs within a DOD or Aerospace environment
  • Minimum of 5 years of experience utilizing Earned Value Management System (EVMS)
  • Active Secret clearance, or the ability to obtain and maintain one, as required.
  • Ability to travel approximately 10%.

Preferred Additional Skills:

  • Prior experience managing telemetry development programs.
  • PMP certification or equivalent.
  • Experience working in an electronics manufacturing environment.
  • Understanding of government procurement processes and government funding approvals.
  • Strong technical foundation and financial acumen.
  • Experience working across multiple business organizations and customer communities.
  • Strong customer and stakeholder communication skills.
  • Ability to develop milestone schedules, spreadsheets, and other program-related reports.
  • Proficiency with Microsoft Project, Excel, and PowerPoint.
