Job description
The Director, Minor Construction Program Management is responsible for the end-to-end oversight, performance, and delivery of the University's minor construction program for approved projects with a total project cost under $7.5M. This role oversees approximately 350 active projects valued at over $60M annually and manages a $50M+ annual forecasted program. This position serves as the University's delegated authority for project budgets, change orders, compliance, and third-party program performance. The Director ensures projects are forecasted, initiated, executed, and completed in alignment with approved plans, funding availability, regulatory requirements, and institutional priorities, while holding internal teams and the outsourced Program Management entity accountable for results.

Minimum Qualifications:
Bachelor's degree in Construction Management, Architecture, Engineering, or a related field; OR an equivalent combination of education and experience.
Seven (7) or more years of professional experience in construction project management, capital program administration, facilities project delivery, or related work overseeing multiple concurrent projects.
Three (3) or more years of supervisory or managerial experience, including directing staff, consultants, or third-party program management firms.
Experience managing complex project portfolios, including renovations, remodels, deferred maintenance, renewal/replacement, or minor capital projects.
Working knowledge of construction regulations, procurement requirements, contracting standards, compliance frameworks, and project management systems.

Advanced program and portfolio management for large, multi-project construction environments.
Budget development, forecasting, reconciliation, and financial controls across hundreds of concurrent projects.
Expertise in construction delivery methods, design management, and project execution.
Strong working knowledge of Project Management Software (Trimble Preferred), Finance & Accounting Systems & Reports, Florida's Fixed Capital Outlay Process & Regulations, and Excel-based analysis. Ability to establish KPI frameworks, dashboards, and performance reporting suitable for executive leadership and Board-level review.
Delegated authority execution with disciplined documentation and audit readiness.
Demonstrated urgency and bias toward action; ability to drive decisions and outcomes.

Hold SSC accountable for schedule, budget, scope, throughput, and compliance performance; manage escalation, corrective action, and executive-level engagement as required.
Establish, implement, and maintain departmental and program KPIs; track, analyze, interpret, and report performance data at both programmatic and project-specific levels.
Ensure compliance with Florida Statutes, Board of Governors Regulations, USF policies and procedures, procurement requirements, insurance standards, contracting practices, and any others associated compliance, audit, or regulatory requirement.
Maintain and own all manuals, guidelines, policies, and procedures required to execute departmental oversight responsibilities.
Act as the primary University point of accountability for resolving third-party non-compliance, including escalation through executive leadership when required.
Maintain strong alignment and communication with internal stakeholders including Facilities, Environmental Health & Safety, Building Code, Planning, Design, Legal, Finance, Procurement, and project requestors across Academic, Health, Auxiliary, and Departmental units. Support campus emergency response activities related to construction and facilities, including hurricane preparation, response, cleanup, and recovery.
Align direct reports' roles, responsibilities, and performance expectations to support program execution and accountability.
Support broader departmental and University initiatives through subject matter expertise in design standards, project management practices, contracting, and risk management.
