HDR is seeking a Power Program Manager to join our rapid-growth team to lead the planning and execution of programs and projects for our power clients. The successful candidate for this position will be a well-rounded, team-oriented individual with excellent communication skills who can deliver and execute infrastructure projects.
In this role, the Program Manager will lead a diverse, multidisciplinary team of technical and non-technical professionals to deliver power infrastructure projects. The Program Manager will also serve as a trusted advisor to the client's leadership team, providing guidance on delivery strategies, processes, and tools, and recommending effective approaches to program governance and team management. Success in this role requires a strong focus on the client's best interests and a commitment to HDR's purpose: we do things right to make great things possible.
Primary Responsibilities
  • Lead multidisciplinary teams to deliver T&D, power generation, renewable energy, etc. projects to achieve strategic outcomes defined by clients.
  • Serve as primary point of contact for clients regarding scope, contract management, program performance, work planning, staffing, etc.
  • Advise clients on the technical, regulatory, strategic planning, delivery strategies, financial aspects of power programs.
  • Direct and manage the services provided by a program team comprised of HDR staff and subconsultants including engineering, project controls, routing and siting, environmental, real estate, strategic communication, data management etc. team based on the size, complexity, and phase of programs.
  • Assess staffing needs of programs and secure the resources required to deliver services specified in the contract scope with a focus on contract compliance. Promote team alignment on program mission and monitor team performance and establish a robust QA/QC program to meet client expectations.
  • Facilitate risk workshops with clients and other subcontractors. Work with internal risk professionals to provide qualitative and/or quantitative risk management plans to clients.
  • Develop and implement program management plans, business processes, and tools to drive efficiencies, emphasize accountability, bring team alignment, and promote transparency.
  • Work closely with project controls team to monitor scope, schedule and budget performance of the program against pre-established metrics and adjust as necessary to meet budget and control losses.
  • Prepare monthly program report or update dashboard to communicate internally to program team and externally to clients or other stakeholders the health and progress of program.
  • Collaborate with an internal business development team to identify clients with growth prospects.
  • Champion program management pursuits and support development of proposals including project approach, staffing plan, fees and schedule.
  • Travel on average 25% of the time expected.

Preferred/Desired Qualifications
  • Master's degree in Engineering, Construction Management, Business Administration or closely related field.
  • Professional Engineers License and/or PMP Certification.
  • Experience implementing PMIS (Project Management Information System) such as E-Builder, ProCore, Kahua, Oracle Primavera, etc.

Required Qualifications
  • Bachelor's degree in Engineering, Construction Management, Planning, Sciences, Business Administration, or a closely related field
  • Program management experience consistent with one of the following requirements:
  • A minimum of three (3) years of program management experience in a deputy role to the Program Manager for the delivery of one or more programs, with a cumulative capital value of $200 million or more, or;
  • A minimum of five (5) years of program management experience as a Project Manager or Project Controls Manager for the delivery of one or more programs, each with a capital value of $200 million or more, or;
  • A minimum of ten (10) years of project management experience as a Project Manager directing a multi-disciplinary team for the delivery of at least two (2) projects, each with a capital value of $50 million or more
  • Strong leadership skills with experience building a cohesive team culture and managing team members in various locations.
  • Excellent communication skills. Comfortable presenting to client executives and in front of a large audience in a public setting
  • Management experience with the implementation of projects or programs using alternative and collaborative delivery methods, including design-build (DB), progressive design-build (PDB), and/or construction management at-risk (CMAR)
  • Familiar with the various tools used to manage large programs - PMIS, CMIS, scheduling, cost control, document management, risk management, asset management, dashboard analytics, etc.
