This role manages varied, high-profile projects and complex technical/scientific programs for ATCC Federal Solutions, supporting government contract deliverables across multiple contracts for schedule, cost, technical performance, resources, budgets, and integrated program execution, while demonstrating a comprehensive understanding of contract scope, deliverables, and interpretation. 

The Program Manager II manages teams through all program phases, including concept, development, implementation, evaluation, and completion, while ensuring integration of program segments and services, communicating with sponsors, customers, senior management, and other stakeholders, and supporting opportunities for program growth and new business acquisitions.  

Seeking Program Manager II, ideally with government contract program management experience in biotech and experience supporting large, complex technical/scientific programs.   • Program Management: Manage development, execution, and completion of high-quality, integrated, cross-functional plans for complex technical/scientific programs and projects.
  • Contract Oversight: Establish and oversee cost, resource allocation, budgets, technical performance, schedules, forecasts, status summaries, and program metrics.
  • Risk and Reporting: Develop integrated plans and reporting across projects, implement regular reviews, manage risk, and ensure programs remain on track.
  • Operational Execution: Translate long-term objectives into short-term tasks and establish processes and procedures for effective operations of complex functions.
  • Stakeholder Communication: Communicate with and influence program sponsors, customers, Senior Management, and other stakeholders.
  • People Leadership: Hire, select, train, manage, evaluate, motivate, lead, and coach professional staff in accordance with established policies and management guidance.

  • Minimum Requirement: Bachelor's degree and 12 years of experience, or equivalent experience (Master's degree and 8 years, PhD and 5 years, or HS Diploma and 16 years).
  • Experience managing complex technical/scientific programs or multiple varied and complex projects across multiple contracts in a coordinated way, with comprehensive understanding of contract scope, deliverables, and interpretation.
  • Experience establishing and overseeing program cost, resource allocation, budgets, technical performance, and schedules.
  • Experience developing integrated plans, reporting, forecasts, status summaries, program metrics, and risk reviews.
  • Experience communicating with and influencing program sponsors, customers, Senior Management, and other stakeholders, including navigating cross-functional teams.
  • Experience hiring, selecting, training, managing, evaluating, leading, motivating, and coaching professional staff.
  • Preferred: Experience managing government contracts with at least $10M in annual value and managing teams of at least 10 people.
  • Preferred:  Life Sciences education or background working in a biotech environment.

The expected salary range for this position is $140,000 to $160,000 annually. Actual compensation will be determined based on experience and qualifications as well as internal equity and alignment with market data. In addition to base salary, this role may be eligible for additional incentive compensation including regular merit increases and the corporate bonus program.
